Job Overview:
The position of Local Consultant on National Minorities is crucial for the Human Rights (Human Dimension) Programme, which aims to provide coordination, operational, and administrative support to the newly established Advisory Board on National Minorities. The consultant will play a key role in facilitating the Board's activities, ensuring effective communication among its members, and promoting the rights of national and ethnic minorities in Moldova. The consultant will be expected to work closely with various stakeholders, including public institutions, NGOs, and independent experts, to advocate for the rights of minorities and contribute to policy recommendations. This role is particularly significant as the Advisory Board seeks to enhance its visibility and sustainability in the coming years, following its establishment and the signing of a Memorandum of Understanding among key stakeholders.

Duties and Responsibilities:
The successful candidate will be responsible for a range of tasks, including:
  • Coordinating the organization of at least three regular meetings of the Advisory Board on national minorities between September and December 2025, ensuring that all logistical arrangements are in place.
  • Liaising with Board members and various stakeholders, including public institutions, relevant NGOs, and independent experts, to address issues related to the Board's activities.
  • Drafting meeting minutes and maintaining an organized archive of the Board's documentation, which includes reports and policy recommendations.
  • Establishing a social media profile for the Advisory Board, drafting and regularly distributing updates about its work to enhance public awareness and engagement.
  • Upon completion of the assignment, drafting a concise report that summarizes lessons learned and provides insights for future activities.

Required Qualifications:
Candidates must possess a university degree in social or political science, law, international relations, or other relevant fields. Additionally, they should have at least three years of professional experience in human rights, the promotion of the rights of national/ethnic minorities, or related fields. A strong understanding of national and international standards in human rights and national minorities is essential, along with awareness of local human rights issues. Experience in drafting and analyzing policy documents is also required. Proficiency in basic computer programs, including MS Office and database systems, is necessary, as well as excellent communication skills, teamwork abilities, punctuality, proactivity, and demonstrated analytical skills.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as social or political science, law, or international relations. This educational foundation is critical for understanding the complexities of human rights issues and the legal frameworks surrounding national minorities.

Experience:
The position requires candidates to have a minimum of three years of professional experience in fields related to human rights, particularly in the promotion of the rights of national and ethnic minorities. This experience should include practical knowledge of working with various stakeholders, including government agencies, NGOs, and community organizations, to advocate for minority rights and influence policy development.

Languages:
Fluency in Romanian and Russian is mandatory for this position, as these languages are essential for effective communication with Board members and stakeholders in Moldova. Proficiency in additional languages may be considered an asset, enhancing the consultant's ability to engage with a broader audience and facilitate discussions.

The assignment is structured as a Special Service Agreement (SSA) for a duration of thirteen days, scheduled between September and December 202
  • The consultant will be expected to work on a part-time basis, coordinating meetings and liaising with stakeholders as needed. Remuneration will be determined based on the consultant's qualifications and experience, in accordance with the established rates of the OSCE.
