Job Overview:
The Legal Assistant position at the OSCE Programme Office in Dushanbe involves supporting the National Legal Officer in providing legal advice and opinions to senior officials within the office. The successful candidate will be responsible for collecting and organizing information related to both domestic and international laws, including public, private, and administrative law. This role requires thorough research on legal precedents and OSCE internal regulations, as well as monitoring changes in relevant laws. The Legal Assistant will also prepare drafts and review legal documents, assist in due diligence processes, and contribute to the development of project proposals and budget documents. The position demands a high level of confidentiality and organization in managing legal documents and requires the ability to perform additional tasks as assigned by supervisors.

Duties and Responsibilities:
The duties and responsibilities of the Legal Assistant include:
  • Collecting information to assist the National Legal Officer in preparing legal opinions and advice for senior officials.
  • Organizing and analyzing information related to domestic and international laws, including legal precedents relevant to the OSCE's work.
  • Researching OSCE internal rules and regulations and monitoring changes in domestic laws.
  • Preparing first drafts and reviewing legal documents such as legal opinions, agreements, and contracts.
  • Assisting in conducting due diligence on partners and vendors.
  • Contributing to the development of project proposals, programme outlines, and budget proposals.
  • Organizing and maintaining legal documents in a confidential manner.
  • Performing other relevant tasks as required by the supervisor.

Required Qualifications:
Candidates must have completed secondary education supplemented by specialized studies in law or political science. Relevant work experience is required, with a minimum of five years for those with a secondary school diploma, four years for those with a first-level university degree, and three years for those with a second-level university degree. Proficiency in Microsoft applications is necessary, along with excellent written and spoken communication skills in English, Tajik, and Russian. Candidates should demonstrate gender awareness and sensitivity, and the ability to work effectively in a diverse team environment while maintaining impartiality and objectivity.

Educational Background:
The educational background required for this position includes a secondary education diploma, with additional specialized studies in law or political science being highly desirable. A first-level or second-level university degree in a relevant field is preferred, as it corresponds to the required years of relevant work experience.

Experience:
The position requires a minimum of five years of relevant work experience for candidates with a secondary school diploma, four years for those with a first-level university degree, and three years for those with a second-level university degree. This experience should be in a legal or related field, demonstrating the ability to handle legal matters effectively.

Languages:
Proficiency in English, Tajik, and Russian is mandatory for this position. Candidates must possess excellent written and spoken communication skills in these languages to effectively perform their duties and responsibilities.

Additional Notes:
The position is a full-time contracted role with a monthly remuneration of EUR 892.75, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise or cancel the vacancy, and appointments are typically made at step 1 of the applicable salary scale. Candidates should be aware that the OSCE does not reimburse expenses related to interviews or relocation, and appointments are subject to medical clearance. The mandatory retirement age for contracted positions is 65 years, and the organization applies an age limit of 62 years at the time of appointment.
