Job Overview: The primary objective of this consultancy is to support WHO regional and country offices in enhancing the integration of noncommunicable diseases (NCDs) into emergency preparedness and response frameworks. This role is crucial in building resilient primary health care systems capable of delivering NCD care in both stable and crisis contexts. The consultant will oversee the implementation of WHO's joint workplan for NCDs in emergencies, providing technical assistance and project management support. The position requires collaboration with various stakeholders, including WHO Country Offices, national health authorities, and implementing partners, to ensure that NCD services are effectively incorporated into national emergency plans. The consultant will also engage in advocacy and knowledge exchange to promote the importance of NCD care during emergencies, ensuring that health systems are prepared to address the needs of individuals living with NCDs during crises.
Duties and Responsibilities: The consultant will be responsible for a range of duties, including:
Providing technical support for the integration of NCD services into national Emergency Preparedness and Response Plans (EPHS).
Collaborating with country offices to enhance the capacity of the national health workforce through training programs for health professionals and community health workers.
Reviewing existing emergency health plans to identify opportunities for including NCD services.
Supporting the implementation of key care components for core NCDs at the primary level during emergencies.
Drafting recommendations for strengthening primary health care systems to ensure continuity of NCD care during crises.
Developing emergency-specific NCD protocols and guidelines.
Contributing to the design of essential service packages for NCDs during emergencies.
Facilitating coordination with implementing partners and providing technical support.
Participating in operational reviews to evaluate NCD service delivery in humanitarian settings. 1
Organizing consultative meetings with stakeholders to promote NCD integration in emergencies. 1
Monitoring the impact of funding cuts on NCD services and advocating for necessary support.
Required Qualifications: Candidates must possess a minimum of a first university degree in medicine, public health, or epidemiology, with an advanced degree preferred. Essential qualifications include at least five years of relevant international experience in the prevention and management of NCDs, particularly in integrating NCD services within primary health care systems. Desirable qualifications include proven experience in designing and implementing NCD-related projects in low- and middle-income countries, especially in fragile or emergency settings. Strong analytical, organizational, and communication skills are essential, along with the ability to work collaboratively in multidisciplinary environments.
Educational Background: The educational background required for this position includes a minimum of a first university degree in a relevant field such as medicine, public health, or epidemiology. An advanced degree, such as a Master's in public health, is desirable and preferred for candidates applying for mid to high-level positions.
Experience: Candidates should have a minimum of five years of relevant international experience in the field of NCD prevention and management. This experience should focus on integrating NCD services within primary health care systems, particularly in emergency or humanitarian contexts. Desirable experience includes providing technical support to governments and partners during acute emergencies and protracted crises, as well as managing NCD service delivery in challenging environments.
Languages: Expert knowledge of English is mandatory for this position, while intermediate knowledge of Arabic is desirable. Proficiency in additional languages may be beneficial but is not required.
Additional Notes: The consultancy is based in Cairo, Egypt, with considerations for remote work as needed. The expected duration of the contract is 18 months, with a maximum contract duration of 11 months per calendar year. The selected consultant will be required to provide a medical certificate of fitness for work. The remuneration is based on the International Pay band level (B), and travel costs are excluded.
