Job Posting Organization:
The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with offices globally. Established to manage a portfolio exceeding 500 million USD over the past 15 years, WEC supports key initiatives through fund management, project implementation, and administrative support. The organization focuses on climate action, environmental protection, and conservation, operationalizing partners' agendas through global and regional activities. WEC plays a crucial role in supporting multilateral environmental agreements, including the Paris Agreement and the Sustainable Development Goals, by facilitating partnerships and enhancing climate action efforts.

Job Overview:
The In-Country Facilitator will serve as the primary liaison between the NDC Partnership and the Republic of Mauritius, coordinating the implementation of the Nationally Determined Contributions (NDC) and engaging with various stakeholders, including government agencies and development partners. This role involves tracking progress towards NDC implementation, mobilizing support for priority actions, and ensuring effective communication among all parties involved. The facilitator will work closely with the Ministry of Environment, Solid Waste Management and Climate Change, and will report directly to the NDC Partnership Country Engagement Specialist. The position is home-based, requiring the incumbent to utilize their own equipment and software, and is a national vacancy, meaning candidates must be nationals of Mauritius or hold a valid residence permit.

Duties and Responsibilities:
The incumbent will be responsible for coordinating and communicating with key stakeholders, ensuring that relevant information regarding NDC Partnership engagement is disseminated effectively. They will facilitate meetings, organize stakeholder consultations, and support the development and operationalization of the NDC Implementation Plan. The facilitator will create an Annual Work Plan, monitor the implementation of the NDC, and assist the government in mobilizing resources for NDC implementation. They will also track progress, prepare quarterly reports, and support the organization of NDC-related events and meetings. The role requires strong organizational skills, the ability to foster collaboration among diverse stakeholders, and a commitment to advancing climate action in Mauritius.

Required Qualifications:
Candidates must possess at least 5 years of experience in the public or private sector, focusing on climate change, project management, and stakeholder engagement. Familiarity with multilateral governance processes related to climate change and knowledge of national policy frameworks is essential. The ability to build networks and collaborate with various stakeholders, including government and NGOs, is highly valued. Candidates should demonstrate a strong understanding of the country's climate context and the challenges it faces in implementing its NDC.

Educational Background:
A master’s degree in public policy, development, climate change, natural resource management, environmental management, or a related field is required. Alternatively, a bachelor's degree in a relevant discipline combined with an additional 2 years of relevant work experience (totaling 7 years) may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in areas related to climate change, project management, and stakeholder engagement. Experience in governance processes at various levels, including multilateral and grassroots, is crucial. Familiarity with UNFCCC processes and previous involvement in government climate initiatives will be considered an asset.

Languages:
Proficiency in English is mandatory, while proficiency in French is considered an asset. Strong communication skills in both languages will enhance the ability to engage with diverse stakeholders effectively.

Additional Notes:
This is a retainer national position for a duration of 12 months, with a maximum of 220 working days and the possibility of extension for an additional 20 months. The role is home-based, meaning the incumbent will work from government facilities rather than a UNOPS office. Candidates must be nationals of Mauritius or possess a valid residence permit.
