Job Overview:
The Head of the Accountability and Quality Control Unit (AQCU) at IOM Ukraine is responsible for overseeing the unit's functions, ensuring adherence to commitments on accountability, learning, and continuous quality improvement. This role involves close coordination with the Office of Legal Affairs at headquarters to ensure legal compliance for mission operations and the integration of monitoring, evaluation, accountability, and compliance measures. The position requires strategic oversight and collaboration with various units within the mission, including Partnerships, Heads of Programmes, and PSEA & Gender. The Head will facilitate coordination among HQ Legal, the Mission’s Risk and Compliance, and MEAL/AAP functions, contributing to the mission's strategic objectives by strengthening accountability and quality control mechanisms. The position is critical in ensuring that the mission aligns with IOM's global frameworks and strategic objectives, providing key inputs for donor reporting from an accountability and compliance perspective.

Duties and Responsibilities:
The duties and responsibilities of the Head of AQCU include leading and overseeing the AQCU, ensuring effective coordination across its sub-units, which include Legal, Risk and Compliance, and MEAL/AAP. The Head will provide advice to the Chief of Mission and Senior Management on accountability, compliance, quality control mechanisms, and risk management. They will also oversee the implementation of risk management frameworks to identify and mitigate operational vulnerabilities, ensuring adherence to organizational policies and donor requirements through regular compliance reviews. Additionally, the Head will provide expert guidance for the development of MEAL frameworks, promote accountability to affected populations, and build the capacity of mission staff and partners in risk management, compliance, and MEAL/AAP frameworks and practices. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a Master’s degree in Law, Public Administration, International Relations, Development Studies, or a related field from an accredited academic institution, along with seven years of relevant professional experience. Alternatively, a University degree in the above fields with nine years of relevant professional experience is acceptable. Candidates should have demonstrated experience managing complex, crisis-focused programmes in an international or humanitarian context, with a proven record of integrating accountability, compliance, and risk management into programme delivery. Experience in leading legal advisory, risk management, or MEAL/AAP initiatives at the mission or country programme level is essential, as is the ability to manage multi-disciplinary teams and facilitate cross-functional coordination across operations, programme, and support units.

Educational Background:
The educational background required for this position includes a Master’s degree in Law, Public Administration, International Relations, Development Studies, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has nine years of relevant professional experience. This educational foundation is crucial for understanding the complexities of international migration, legal frameworks, and the operational challenges faced by IOM.

Experience:
The level of experience needed for this position includes a minimum of seven years of relevant professional experience for candidates with a Master’s degree, or nine years for those with a University degree. Candidates should have a demonstrated history of managing complex, crisis-focused programmes in international or humanitarian contexts. They must also have experience in integrating accountability, compliance, and risk management into programme delivery, as well as leading legal advisory, risk management, or MEAL/AAP initiatives at the mission or country programme level. Experience in large-scale emergency or post-crisis operations is considered a distinct advantage.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, Russian, French, or Spanish) is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of six months and the possibility of extension. The position is classified at the P-4 grade level and is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates who are nationals of the duty station’s country cannot be considered eligible for this staff category.
