Job Overview:
The Senior Programme Manager at Plan International Haiti will provide both strategic and operational leadership across the organization's development and humanitarian programs. This role is crucial as it ensures that all interventions, ranging from rapid emergency responses to long-term development initiatives, are executed with high quality, accountability, and measurable impact. As a vital member of the Country Management Team, the Senior Programme Manager will be responsible for external representation, ensuring program quality assurance, mobilizing resources, and leading a diverse team. This position also involves spearheading business development efforts, collaborating closely with country and regional teams to identify funding opportunities, design competitive proposals, and strengthen relationships with donors. The role is essential in navigating the complex landscape of crises currently facing Haiti, including violence, food insecurity, and cholera, and aims to build a robust portfolio of grants to address the urgent needs of children, particularly girls, while also supporting long-term development and resilience.

Duties and Responsibilities:
The Senior Programme Manager will lead multisectoral programs across both development and humanitarian contexts, ensuring that all initiatives are aligned with the organization's mission and objectives. Key responsibilities include driving emergency preparedness and response strategies, strengthening partnerships, and championing localization efforts. The role also involves leading donor engagement, proposal development, and reporting to ensure compliance with donor requirements. The Senior Programme Manager will represent Plan International in national coordination forums, ensuring operational efficiency and compliance with organizational standards. Additionally, the position requires managing and mentoring a diverse program team, fostering an environment of collaboration and high performance.

Required Qualifications:
Candidates must possess progressive experience in managing both long-term development and large-scale humanitarian programs, particularly in complex or fragile contexts. A strong understanding of humanitarian principles and standards, including International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, Sphere Standards, and the Red Cross Code of Conduct, is essential. Proven success in securing institutional funding and managing donor compliance and financial requirements is required, along with experience in external representation and humanitarian coordination, including cluster engagement and strategic partnerships. Candidates should have solid knowledge of gender equality, child rights, and localization principles, with practical experience in promoting girls' rights in accordance with international conventions and the Sustainable Development Goals (SDGs). Experience in sustainable community development and participatory approaches is also necessary, as well as proven leadership in international development settings, including the ability to manage effective and motivated teams.

Educational Background:
The position requires a relevant educational background, typically a master's degree in international development, humanitarian studies, social sciences, or a related field. Candidates should have a strong academic foundation that supports their understanding of the complexities of development and humanitarian work, particularly in relation to children's rights and gender equality.

Experience:
Candidates should have extensive experience in managing programs in both development and humanitarian contexts, with a focus on complex or fragile environments. This includes a proven track record of leadership in international development settings, demonstrating the ability to manage diverse teams effectively and to navigate the challenges associated with humanitarian crises. Experience in securing funding and managing donor relationships is also critical, as is familiarity with the specific challenges faced in Haiti or similar contexts.

Languages:
Fluency in both French and English is mandatory for this position, as excellent communication skills are essential for effective engagement with stakeholders and partners. Proficiency in Haitian Creole and/or Spanish is considered an asset, enhancing the candidate's ability to connect with local communities and stakeholders.

Additional Notes:
This position is a 1-year fixed-term contract, with the possibility of renewal based on performance and funding availability. The Senior Programme Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be part of a global search, with relocation support available for candidates not currently based in Haiti.
