Job Overview:
The National Consultant on API/PNR Legal Framework will play a crucial role in strengthening Armenia's legal framework concerning Advance Passenger Information (API) and Passenger Name Record (PNR) systems. This position involves collaborating with various national authorities, including the Migration and Citizenship Service, the Prosecutor General’s Office, and the Civil Aviation Committee, to enhance border management and counter-terrorism efforts. The consultant will conduct a comprehensive review of existing national laws, participate in coordination meetings, and provide legal technical advice to ensure that Armenia's legal provisions align with international standards. The consultant will also be responsible for compiling a national assessment report that includes legal recommendations for the implementation of API/PNR systems in Armenia, thereby contributing to the country's capacity to manage borders effectively and counter irregular travel.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: conducting a documentary survey on the current status of API/PNR in Armenia; compiling relevant national laws for the implementation of API and PNR systems; conducting a national desk review of the Civil Aviation Law and other relevant legal acts; participating in coordination meetings with IOM, UNODC, and other stakeholders; providing legal technical advice to national counterparts; coordinating the review of the national assessment report with UNODC-TPB; and ensuring that all deliverables meet IOM standards and deadlines. The consultant will also be responsible for maintaining professionalism and accountability in all aspects of their work, ensuring that the deliverables are accurate and free from errors.

Required Qualifications:
Candidates must possess a university degree in Legal Sciences, International Law, or Information Technology and Telecommunications Law. They should have a minimum of five years of general professional experience, with at least three years of specific professional experience in API/PNR issues, information exchange, or terrorist travel prevention. Knowledge of Armenia’s legal and institutional frameworks, particularly in relation to national security" style="border-bottom: 1px dotted #007bff !important;">security and border management, is essential. Additionally, candidates should demonstrate experience in dealing with governmental and non-governmental entities and have proven skills in writing legal technical reports.

Educational Background:
A university degree in Legal Sciences, International Law, or Information Technology and Telecommunications Law is required for this position. This educational background is crucial for understanding the complexities of legal frameworks and the implications of implementing API/PNR systems in Armenia.

Experience:
Candidates should have a minimum of five years of general professional experience, with at least three years of specific experience related to API/PNR issues, information exchange, or terrorist travel prevention. This level of experience is necessary to ensure that the consultant can effectively navigate the legal and institutional frameworks relevant to border management and national security in Armenia.

Languages:
Fluency in Armenian and English is required, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. The IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy on conduct incompatible with its objectives, including discrimination and harassment.
