Job Overview: The Terms of Reference Consultant will play a crucial role in supporting the Plastics Transition Investment Facility (PTIF), an initiative aimed at advancing solutions across the plastics value chain. The consultant will be responsible for reviewing, editing, and finalizing the draft Terms of Reference, ensuring that they meet institutional standards and align with global processes. This position requires a deep understanding of the complexities surrounding plastic pollution and sustainable development, as well as the ability to articulate clear governance and operational frameworks that will enhance the credibility and effectiveness of the PTIF. The consultant will work closely with various stakeholders to gather input and ensure that the Terms of Reference reflect the collective goals and objectives of the initiative.
Duties and Responsibilities:
Review and edit the draft Terms of Reference to ensure clarity, accuracy, and alignment with institutional standards.
Collaborate with stakeholders to gather feedback and insights that will inform the finalization of the Terms of Reference.
Develop clear governance and operational frameworks that will guide the PTIF's activities and ensure effective implementation.
Conduct research on best practices and lessons learned from similar initiatives to inform the development of the Terms of Reference.
Prepare and present reports on the progress of the Terms of Reference development to relevant stakeholders.
Facilitate discussions and workshops with stakeholders to refine the Terms of Reference and build consensus around key elements.
Ensure that the Terms of Reference align with the broader goals of the GFCR and the Post-2020 Biodiversity Framework.
Required Qualifications:
Proven experience in developing Terms of Reference for multi-partner initiatives or similar projects.
Strong understanding of the plastics value chain and the challenges associated with plastic pollution.
Excellent writing and editing skills, with the ability to communicate complex ideas clearly and concisely.
Experience working with diverse stakeholders, including government agencies, NGOs, and private sector partners.
Familiarity with governance frameworks and operational structures for international initiatives.
Ability to work independently and manage multiple tasks effectively under tight deadlines.
Educational Background: A master's degree in environmental science, sustainable development, public policy, or a related field is required. Additional certifications or training in project management or governance frameworks would be an asset.
Experience: A minimum of 5 years of relevant experience in developing Terms of Reference, project management, or related fields is required. Experience working on initiatives related to plastic pollution or marine conservation is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in additional languages, particularly French or Spanish, would be considered an asset.
Additional Notes: This position is expected to be a consultancy role, with specific deliverables and timelines to be agreed upon. The consultant may work remotely or on-site in Switzerland, depending on the needs of the project and the consultant's location. The duration of the contract will be determined based on the scope of work and the timeline for finalizing the Terms of Reference.
