Job Overview:
The Supply Chain Officer (MPRR-SSA) will be responsible for overseeing the supply chain activities of the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA). This role involves supporting the efficient, transparent, and compliant implementation of supply chain procedures related to MPRR programme activities, which include direct assistance, post-arrival services, and reintegration assistance. The officer will play a crucial role in standardizing supply chain processes across the programme and providing technical support and guidance to implementing Country Offices (COs). This includes conducting regular field visits to ensure compliance and build the capacity of supply chain staff within COs. The position requires a proactive approach to operational support, ensuring that all supply chain activities align with IOM's standards and best practices.

Duties and Responsibilities:
  • Provide operational support for all supply chain activities under the MPRR programme, coordinating with implementing COs and relevant RO units.
  • Contribute to the development, implementation, and regular updates of standardized supply chain procedures to ensure efficiency, compliance, and value-for-money across COs.
  • Offer technical guidance and support to MPRR-SSA Project Managers and field procurement focal points for the harmonized application of IOM procurement policies and donor requirements.
  • Support the planning, sourcing, contracting, delivery, and monitoring of goods and services related to programme components.
  • Conduct procurement risk assessments, identify process gaps, and propose mitigation measures.
  • Coordinate and support tender processes, vendor evaluations, contracting, and performance monitoring in accordance with IOM rules.
  • Maintain an up-to-date roster of reliable and vetted vendors.
  • Collaborate with programme and finance teams to ensure proper budgeting and timely reporting of procurement-related expenditures.

  • Monitor compliance with IOM procurement rules and provide training sessions to enhance staff capacities. 1
  • Conduct regular visits to COs to provide on-site support and review processes. 1
  • Contribute to the preparation of procurement plans and regular reporting. 1
  • Participate in inter-agency coordination meetings and procurement networks as required. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain management is an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Management, Logistics, Procurement, or a related field from an accredited academic institution. Candidates with a University degree in these fields must have four years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain management is considered an advantage, and candidates should ensure their educational qualifications are from accredited institutions recognized by UNESCO.

Experience:
The position requires experience in managing diverse procurement and logistics operations. Candidates should have demonstrated experience in training and supervising teams, managing vendors and suppliers, and working with international humanitarian organizations or non-governmental organizations in a multicultural setting. This experience is crucial for effectively supporting the supply chain activities of the MPRR programme.

Languages:
Fluency in English and French is required for this position, both oral and written. A working knowledge of Portuguese and/or Spanish is considered an advantage. IOM’s official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is fixed-term for one year, with the possibility of extension. The role is classified at the P-2 grade level, and the recruitment type is professional. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates endorsed by the Appointments and Postings Board will remain eligible for appointment in a similar position for a period of 24 months. Candidates who are nationals of the duty station's country and do not have prior experience outside the duty station's country as staff members in the Professional category cannot be considered eligible.
