Job Overview:
The Programme Officer (Environmental Sustainability) will play a crucial role in managing, coordinating, and overseeing activities related to the sustainability transition in IOM's projects and programmes. This position is integral to the Environmental Sustainability Unit, which is responsible for mainstreaming environmental sustainability principles into the organization's policies, strategies, and operations. The officer will act as the institutional focal point on environmental management for projects and programmes, ensuring that environmental safeguarding is prioritized. The role involves developing guidance for the implementation of the IOM Environmental Management System, providing technical advice to IOM Country Offices, and creating communication and capacity-building materials related to environmental sustainability. The officer will also coordinate the implementation of the Environmental Sustainability Unit's work programme, develop data-driven guidance, and establish partnerships with key stakeholders to enhance IOM's environmental sustainability efforts.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer (Environmental Sustainability) include managing and overseeing activities related to environmental sustainability in projects and programmes, acting as the institutional focal point for environmental management, and continuously improving the global IOM Environmental Management System. The officer will develop guidance for the successful implementation of the Environmental Management System, provide technical support to IOM Country Offices, and create materials for capacity building. Additionally, the officer will coordinate the implementation of the Environmental Sustainability Unit's work programme, develop tailored guidance on environmental sustainability topics, establish partnerships with stakeholders, identify donor priorities, and facilitate the integration of green financing mechanisms into IOM's sustainability efforts. The officer will also supervise consultants and represent IOM at relevant events and meetings, undertake duty travel as required, and perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Environmental Sciences, Environmental Engineering, Energy Management, Energy Engineering, Sustainable Development, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a university degree or equivalent in the above fields with seven years of relevant professional experience is acceptable. Candidates should have a strong understanding of environmental sustainability principles and practices, particularly in relation to project management and safeguards. They should also demonstrate the ability to work effectively with diverse teams and stakeholders, possess strong analytical skills, and have excellent organizational and communication abilities.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Environmental Sciences, Environmental Engineering, Energy Management, Energy Engineering, Sustainable Development, or a related discipline from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a university degree or equivalent in these fields, combined with additional years of relevant experience, may also be considered.

Experience:
A minimum of five years of progressively responsible experience in environmental sustainability related to project or programme management is required. Candidates should have experience in environmental sustainability initiatives within international organizations or governments, as well as experience in coordinating various internal stakeholders to maximize outputs. Familiarity with project design support, administrative or financial management, and knowledge of IOM's Project Handbook and internal procedures is essential. Experience with the United Nations system and developing or implementing an Environmental Management System (ISO 14001:2015) is desirable, along with experience in planning and reviewing environmental risk assessments in complex settings. A minimum of two years of field operations experience is also desirable.

Languages:
IOM's official languages are English, French, and Spanish. All staff members are required to be fluent in one of these languages. For this position, fluency in English is mandatory, both oral and written. A working knowledge of French is highly desirable, and proficiency in another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
