Job Overview:
The Senior Movement Operations Manager will play a crucial role in the negotiations and management of IOM's global airline and travel systems agreements with major airline and travel industry providers. This position is vital for implementing air movement operations and ensuring that IOM can effectively support the international transport of migrants and refugees. The manager will represent IOM in negotiations, provide strategic and tactical assistance, and expert guidance on air and other movement operations. They will also oversee the development and maintenance of global air transport agreements, ensuring that IOM maintains a competitive advantage in transporting migrants and refugees safely and cost-effectively. The role requires a proactive approach to identifying strategic areas for effective movement management and maintaining productive communication with travel industry partners.

Duties and Responsibilities:
  • Negotiate and oversee all air transport-related agreements on behalf of IOM in close coordination with the Head of RMM.
  • Identify and analyze strategic areas and opportunities related to effective movement management.
  • Maintain regular communication with travel industry partners to understand challenges and ensure cost-effective transportation arrangements.
  • Develop an annual business plan outlining air transport utilization and performance.
  • Oversee global AMADEUS and Airplus contracts and establish capacity-building initiatives for RMM staff.
  • Supervise and support Movement operations, Staff Travel, and RMM Data and System GMSS Units.
  • Provide expert guidance on movement management in crisis settings.
  • Ensure IOM is up-to-date with technology and tools for operational efficiency.
  • Devise a comprehensive plan on Data Integrity and reporting priorities within RMM. 1
  • Oversee the usage of the RMM Mileage Fund and devise plans to leverage funds and partnerships. 1
  • Establish coordination with Private Sector actors, UN bodies, and International Organizations regarding travel and air mobility. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Business Management, Air Transport Management, or a related field from an accredited institution, with seven years of relevant professional experience; or a University degree in the same fields with nine years of relevant experience. Candidates should have experience working for an air carrier in Price Management, knowledge of IOM transport-related functions, and experience supervising a team. They should also have extensive experience in airline ticketing, fare construction, and operations, as well as thorough knowledge of airline rules and regulations, particularly with Amadeus. Experience in negotiating fare agreements and knowledge of IOM programme requirements is also essential.

Educational Background:
A Master’s degree in Business Management, Air Transport Management, or a related field from an accredited academic institution is required, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have significant experience working for an air carrier, particularly in Price Management and related rules and conditions. They should also have experience with carrier marketing practices and the ability to design negotiating strategies. Supervisory experience and the ability to provide guidance on air transport matters are essential, along with extensive training in airline ticketing and operations. Knowledge of IOM transport policy and operational frameworks is also required.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of an official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year with the possibility of extension. Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months.
