Job Overview: The position of International Expert for Final Evaluation of the Strengthening Good Governance Programme involves conducting a comprehensive evaluation of the programme's effectiveness, relevance, efficiency, sustainability, and impact. The expert will assess the programme's achievements in areas such as anti-corruption, institutional capacity building, and civic engagement, while also evaluating the integration of gender and human rights principles. This role requires a deep understanding of governance issues and the ability to provide actionable recommendations that align with Uzbekistan's national reform agenda. The expert will engage with various stakeholders, analyze data, and present findings to the OSCE Project Co-ordinator in Uzbekistan, ensuring that the evaluation contributes to the ongoing development of governance in the country.
Duties and Responsibilities:
Review project documents, including the logical framework, progress reports, mid-term review, and partner reports to gather necessary background information.
Draft the Inception Report, which includes refined evaluation questions, a detailed methodology incorporating a gender and human rights lens, data collection instruments, and a workplan.
Collect information through stakeholder interviews, both in-person and remote, and conduct direct observations during a field mission to Uzbekistan.
Analyze qualitative and quantitative data against established evaluation criteria (OECD DAC + OSCE-specific), identifying emerging themes, outcomes, and gaps.
Present findings to the OSCE Project Co-ordinator in Uzbekistan and the Evaluation Reference Group, incorporating feedback into the final report. Deliverables include a drafted Inception Report, a Data Analysis Report, and a Final Evaluation Report.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in governance, political science, public administration, law, international development, or related fields. A minimum of 5 years of professional experience in public sector reform, good governance, or anti-corruption is required. Additionally, candidates should have at least 4 years of experience in conducting evaluations, with a focus on gender and/or human rights-sensitive evaluations. Strong skills in qualitative and quantitative research methodologies are essential, along with experience working with international organizations such as the OSCE, UN, or EU in Central Asia or post-Soviet contexts. Professional fluency in English is mandatory, while proficiency in Russian and/or Uzbek is considered an asset. The consultant must also be independent from the programme and free of any conflict of interest.
Educational Background: The position requires an advanced university degree, specifically a Master's degree or higher, in relevant fields such as governance, political science, public administration, law, or international development. Additional Notes: The assignment is expected to last for 30 days, and the consultant will be engaged under a Special Service Agreement (SSA) or as a consultant. The position is classified at the NP2 job level, which is considered professional.
