Job Overview:
The consultancy position is aimed at facilitating the integration of national climate and biodiversity commitments into County Integrated Development Plans (CIDPs) in Kenya, specifically focusing on land use and food systems. The consultant will work to identify policy entry points, address alignment gaps, and design tools and guidelines that will help in the effective mainstreaming of Nationally Determined Contributions (NDCs), National Biodiversity Strategy and Action Plans (NBSAPs), and National Adaptation Plans (NAPs) into local development planning processes. This role is crucial as it aims to enhance policy coherence, stakeholder participation, and governance, ensuring that local development efforts contribute to broader national and global sustainability goals. The consultant will engage in policy mapping, analysis, and design, with a focus on creating actionable frameworks that align national commitments with county-level priorities, thereby promoting sustainable development and resilience in food systems.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including: conducting a comprehensive policy mapping and review to identify relevant national policy instruments; analyzing existing policies to identify gaps and levels of alignment with CIDPs; engaging stakeholders to assess their involvement in the CIDP development process; developing guidelines and frameworks for integrating NDCs, NBSAPs, and NAPs into CIDPs; and preparing policy briefs and toolkits for use by counties and stakeholders. Specific deliverables include an inception report, policy mapping report, policy analysis report, integration strategy and guidelines, stakeholder report, capacity building strategy, and a final consolidated report. The consultant will also facilitate workshops and consultations with key stakeholders to gather insights and foster collaboration.

Required Qualifications:
The ideal candidate for this consultancy should possess a strong background in policy analysis, environmental planning, natural resources management, climate change, agricultural economics, or related fields. They should have demonstrated experience with County Integrated Development Plan (CIDP) processes and a thorough understanding of county government systems in Kenya. Strong facilitation and stakeholder engagement skills are essential, along with the ability to synthesize complex information into clear, actionable outputs. The consultant should have extensive experience in environmental policy and strategy development, strong analytical skills (both qualitative and quantitative), and excellent English writing and oral communication skills. A proven track record as a team leader and team player, along with good work ethics, is also required.

Educational Background:
Candidates should have a relevant educational background in fields such as environmental policy, natural resource management, climate science, agricultural economics, or a related discipline. Advanced degrees (Master's or PhD) in these areas are preferred, as they provide a solid foundation for understanding the complexities of policy integration and sustainable development.

Experience:
The consultant should have significant experience in policy analysis and development, particularly in the context of climate change and biodiversity. Experience working with government agencies, NGOs, and other stakeholders in Kenya is highly desirable. A proven ability to engage with diverse stakeholders and facilitate discussions around policy integration is crucial for this role.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in Kenya may be considered an asset, as it can enhance stakeholder engagement and communication.

The consultancy is expected to last for 50 man-days over a period of 10 weeks, with the project scheduled to take place between October and November 202
  • The consultant will report to the Director of FOLU Kenya, and regular communication is encouraged throughout the assignment. Reports should be submitted in Microsoft Word format, and the consultant will need to provide a breakdown of their fees and field activity costs in their budget proposal. Expressions of Interest must be submitted by 5th September 2025.
