Job Overview:
The consultant position focuses on providing specialized support in the development of the Law on Disease Prevention (LDP) in Vietnam, particularly concerning communicable diseases and immunization. The consultant will work closely with the Viet Nam Administration of Disease Prevention (VADP) and the Ministry of Health (MOH) to ensure that the new law addresses existing gaps and aligns with national health priorities. This role requires expertise in communicable disease surveillance, outbreak preparedness, and response, as well as the ability to engage with government officials and stakeholders to finalize the proposal for the LDP. The consultant will also be responsible for reviewing and updating legal documents related to infectious disease prevention and control, ensuring that they meet current public health needs and standards.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including: reviewing and updating information on infectious disease prevention and control measures; supporting the development of the draft LDP and related legal documents; assisting in the preparation of reports evaluating the implementation of laws and policies; participating in evaluation delegations in provinces and cities; attending meetings and workshops related to the law's development; and facilitating communication between WHO and VADP. The consultant will also hold weekly update meetings with WHO to report on progress and ensure alignment with the overall objectives of the law development process.

Required Qualifications:
Candidates must possess an advanced degree (Master’s level or above) in public health, epidemiology, medicine, or a related field from an accredited institution. Specialized training in communicable diseases, health quarantine, and immunization is desirable. Candidates should have a strong understanding of the Vietnamese legislative framework and experience in developing health policies, laws, and regulations. Strong analytical, writing, and communication skills are essential, along with the ability to work collaboratively with diverse stakeholders.

Educational Background:
An advanced degree (Master’s level or above) in public health, epidemiology, medicine, or a related field is essential. Specialized training or education in communicable diseases, such as surveillance, health quarantine, and immunization, is desirable. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).

Experience:
Candidates should have at least 10 years of experience in preventive medicine, particularly in infectious disease prevention and control, and the national immunization program. Experience in developing and implementing health strategies and policies, as well as working with government agencies, is essential. A background in state management agencies and involvement in the development of legal documents in preventive medicine is highly desirable, with 15 years of experience preferred.

Languages:
Excellent written and spoken English is mandatory. Proficiency in legal and technical terminology relevant to public health and legislation is desirable, as it will facilitate effective communication and documentation in the role.

  • The consultant will work off-site but may be required to travel upon request from VADP and in agreement with WHO. Remuneration details are to be determined.
