Job Overview:
The HR Assistant position is designed to provide essential support to HR services within the field office, ensuring high-quality work and timely service delivery. The role involves close collaboration with Programme, Project, and Support Services colleagues, as well as UNOPS HQ staff, to ensure consistent service delivery. The HR Assistant is responsible for implementing HR strategies and procedures, focusing on compliance with UNOPS rules and regulations. This includes managing recruitment processes, onboarding new personnel, and maintaining accurate HR records. The position also emphasizes knowledge building and sharing, contributing to training for operations and project staff, and participating in knowledge networks.

Duties and Responsibilities:
The HR Assistant will be responsible for a variety of tasks including: ensuring full compliance of HR processes with UNOPS policies; supporting recruitment processes by managing offers, rejections, and updating online recruitment systems; conducting reference checks and organizing interviews; advising personnel on their conditions of service; maintaining monitoring systems for HR actions; managing payroll verification; and facilitating knowledge sharing through training and contributions to knowledge networks. The role also requires maintaining personnel files and providing statistical summaries related to HR actions.

Required Qualifications:
Candidates must possess a minimum of four years of experience in human resource management or administration, with secondary education. A Bachelor's Degree in Business Administration, Human Resource Management, or a related field is an asset and may substitute for some experience. Proficiency in using computers and office software, particularly Google Workspace, is highly desirable. Experience with web-based management systems and prior UNOPS/UN experience is also advantageous.

Educational Background:
Completion of secondary school or equivalent is required. A Bachelor's Degree in Business Administration, Human Resource Management, or a related field is considered an asset and may be accepted in lieu of the required years of experience.

Experience:
The position requires a minimum of four years of experience in supporting human resource management or administration. Candidates with secondary education must have this level of experience, while those with a Bachelor's Degree may have reduced experience requirements. At least two years of experience in using computers and office software packages is preferred, with experience in web-based management systems being an added advantage. Previous experience within UNOPS or similar organizations is desirable.

Languages:
Fluency in written and oral English is mandatory for this position. Knowledge of a second UN working language is considered desirable, enhancing the candidate's ability to communicate effectively in a diverse work environment.

Additional Notes:
The contract type for this position is a Local Individual Contractor Agreement at the LICA 4 level, with a duration of one year, renewable based on organizational requirements, availability of funds, and satisfactory performance.
