Job Overview: The Resource Mobilization & Donor Reporting Specialist plays a crucial role in coordinating submissions to donors, which includes drafting proposals and preparing donor reports in compliance with financing agreements. This position is responsible for creating and maintaining a comprehensive donor mapping system to track relationships and engagement with donors. The Specialist will lead capacity development efforts within the team, focusing on result-based reporting and analytical writing to enhance the quality of proposals and donor reporting. Reporting directly to the UNFPA Country Office Representative, the Specialist ensures the quality of funding proposals and the accuracy and timeliness of donor reporting. Additionally, the Specialist will contribute to the development of external communication materials that enhance the office's resource mobilization capacity and demonstrate value for money to donors. The role requires a strong understanding of the funding landscape and excellent communication skills to foster collaboration with internal and external partners.
Duties and Responsibilities:
Resource Mobilization & Growth: Develop and refine the resource mobilization strategy for the Country Office (CO), focusing on sustainable funding growth based on global and regional donor trends. Identify and assess new funding opportunities that align with the CO's program priorities. Provide strategic market intelligence and advise thematic leads on donor priorities. Oversee the development of compelling donor proposals, ensuring compliance with donor requirements. Support negotiations and finalize donor agreements while ensuring compliance with UNFPA policies. Cultivate private sector partnerships and contribute to innovative partnership models. Strengthen the CO's resource mobilization capacity through knowledge sharing and best practices. Contribute to UN Country Team resource mobilization efforts under the 'Delivering as One' framework.
Donor Relations, Reporting & Visibility: Organize strategic donor engagement initiatives, including high-level visits and events to showcase program impact. Coordinate with the Communications team to ensure effective donor visibility. Manage comprehensive donor reporting, ensuring timely submission of high-quality reports. Monitor donor fund expenditures in collaboration with operations and program staff. Analyze resource mobilization performance and propose improvements to reporting processes. Prepare mandatory reports and corporate publications related to resource mobilization and program activities. Serve as a liaison with UNFPA Regional Office and Headquarters for coordinated donor relations. Maintain a robust database and donor intelligence system to support donor engagement and knowledge management.
Required Qualifications: Candidates must possess an advanced university degree in international development studies, social sciences, business administration, public administration, or related fields. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of five years of progressively responsible professional experience in resource mobilization, funds management, donor reporting, or information management, with at least three years at the international level, preferably in a development and humanitarian context. A proven track record in developing high-quality project proposals aligned with donor priorities is essential. Familiarity with major donor agencies relevant to UNFPA's mandate is desirable, along with strong analytical abilities and excellent communication skills.

A first-level university degree may be accepted with additional relevant experience. Candidates should have a strong understanding of the funding landscape and donor priorities, particularly in the context of UNFPA's work.
Experience: Candidates should have a minimum of five years of progressively responsible professional experience in resource mobilization, funds management, donor reporting, or information management. At least three years of this experience should be at the international level, preferably in a development and humanitarian context. Experience in developing high-quality project proposals and familiarity with the EU context and donor agencies is highly desirable.
Languages: Fluency in English is required. Working knowledge of one or more additional languages relevant for Moldova, such as Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, would be an asset.
