Job Overview:
The Economic Recovery Officer plays a crucial role in implementing livelihood activities related to economic recovery projects. This position involves providing technical training and enhanced life and business skills to beneficiaries, facilitating productive activities, coaching sessions, and offering employment and post-employment services. The officer will report directly to the Economic Recovery Team Leader and will be responsible for ensuring that all livelihood activities are effectively executed. The role requires a proactive approach to support beneficiaries in identifying their needs and employment eligibility, as well as assisting in the development of referral pathways to maximize their opportunities for economic recovery. The officer will also engage in relationship building with local stakeholders and contribute to the overall success of the economic recovery initiatives.

Duties and Responsibilities:
The Economic Recovery Officer's duties include:
  • Counseling and Training: - Develop and implement a livelihood counseling form to assess beneficiary profiles and needs. - Provide one-on-one support to beneficiaries to identify appropriate referral pathways. - Assist in the daily implementation of DRC livelihood activities, including vocational training, job referrals, and skills training programs. - Input beneficiary data into DRC’s database and share best practices with beneficiaries. - Ensure ongoing support in training, legal information, and market linkages. - Map out beneficiaries' next steps post-counseling.
  • Coordination and Referral: - Contribute to the development of a livelihood referral system in coordination with the Economic Recovery team leader. - Track referrals to measure impact and support beneficiaries in utilizing resources effectively. - Follow up on referrals made internally and externally.
  • Relationship Building and Representation: - Develop and maintain a network with livelihood service providers, employers, and civil society organizations. - Communicate professionally with referral partners and beneficiaries to enhance DRC’s reputation.
  • Monitoring and Evaluation: - Assist in collecting information on beneficiary and community needs. - Communicate service gaps and feedback to managers. - Support the M&E team in conducting feedback sessions for trainees. - Record and follow up on complaints received.
  • Other: - Support planning and design of future interventions. - Enforce HAP Principles of Accountability and ensure adherence to DRC Policies and Procedures. - Coordinate with team members for protection mainstreaming and perform other tasks as assigned by the line manager.

Required Qualifications:
To be considered for the Economic Recovery Officer position, candidates must possess the following qualifications: - A Bachelor’s degree or higher in a relevant field such as economics, development studies, or business. - A minimum of 3 years of experience working with an International Non-Governmental Organization (INGO) in livelihoods programming or economic recovery. - Strong interpersonal skills and the ability to foster communication among local stakeholders. - Excellent communication and organizational skills, with effective time management abilities. - Willingness to travel frequently to Ma’an governorate, using their own vehicle for field visits (travel expenses will be reimbursed according to DRC policy). - Proficiency in KOBO and other data collection applications. - Experience in relationship management and working with local and vulnerable communities. - A demonstrated commitment to serving vulnerable individuals with respect and understanding.

Educational Background:
Candidates applying for the Economic Recovery Officer position should have a Bachelor’s degree or higher in a relevant area such as economics, development studies, or business. This educational background is essential to understand the complexities of economic recovery and livelihoods programming, as well as to effectively engage with beneficiaries and stakeholders in the field.

Experience:
The position requires candidates to have at least 3 years of relevant experience working with an International Non-Governmental Organization (INGO) in livelihoods programming or economic recovery. Languages:
Fluency in Arabic is mandatory for this position, as effective communication with beneficiaries and local stakeholders is crucial. Additionally, a good command of English is preferred to ensure proper documentation and reporting, as well as to facilitate communication with international team members and partners.
