Job Overview:
The Project Management Analyst position is crucial for the successful implementation of the second phase of the KOICA funded Project - Prevention Component, which aims to address violence against women and girls in Vietnam. The analyst will work closely with the gender team, program staff, and the operations team at the UNFPA Country Office, as well as with government officials, experts, and civil society organizations. The role involves leading the coordination, implementation, and monitoring of project activities, ensuring that they align with the goals of transforming social and gender norms, particularly by engaging men and boys in promoting positive masculinity. The analyst will be responsible for managing the day-to-day operations of the project, ensuring compliance with government and UNFPA regulations, and providing technical support to achieve high-quality outputs. This position requires a proactive approach to collaboration and communication with various stakeholders to facilitate effective decision-making and project success.

Duties and Responsibilities:
The Project Management Analyst will have a comprehensive set of responsibilities, including:
  • Overseeing the daily management and implementation of the KOICA funded project - Prevention Component, focusing on transforming social and gender norms.
  • Ensuring timely coordination and management of project activities as outlined in the Work Plan (WP), adhering to government and UNFPA regulations.
  • Providing technical support to ensure quality outputs through effective preparation, coordination, and implementation of annual and quarterly work plans, including budget management.
  • Conducting monitoring, coordination, and evaluation of project activities, preparing quarterly and annual progress reports, both narrative and financial, and ensuring timely submission to the donor.
  • Facilitating communication and logistical support for project activities and personnel as needed.
  • Collaborating with partners and stakeholders to support decision-making processes related to the project.
  • Providing timely feedback to supervisors and senior management on project implementation, monitoring, and evaluation.
  • Documenting best practices, lessons learned, and success stories from the project for future reference.
  • Working closely with a shared Project Associate to fulfill all project requirements. 1
  • Promoting gender-sensitive behavior and equality within UNFPA and with partners. 1
  • Contributing to the One UN Initiative and mainstreaming gender, human rights, and culture into policy advocacy and programming. 1
  • Performing additional tasks as required by the Country Office Management and the Gender Team.

Required Qualifications:
Candidates must possess an advanced degree in public management, gender studies, health, population, demography, or other related social science disciplines. Additionally, at least two years of professional experience in gender and gender-based violence is required, with practical experience in the design, coordination, implementation, monitoring, and evaluation of development projects. Candidates should demonstrate knowledge and experience in gender issues, particularly in GBV prevention and behavior change communication. Experience working with government offices, NGOs, international development organizations, and institutions in the field of gender and GBV is desirable. A good understanding of Vietnamese government gender-related policies, laws, and policy-making processes is essential, along with the ability to establish and maintain effective working relationships with relevant government partners. Familiarity with the One UN context and experience in using office software packages and web-based management systems will be advantageous.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as public management, gender studies, health, population, demography, or other related social science disciplines. This educational foundation is critical for understanding the complexities of gender issues and the socio-political context in which the project operates.

Experience:
The position requires at least two years of professional experience in the field of gender and gender-based violence. Candidates should have practical experience in the design, coordination, implementation, monitoring, and evaluation of development projects, particularly those focused on gender issues and GBV prevention. Experience working with government entities, NGOs, and international organizations is highly desirable, as is familiarity with the Vietnamese context and gender-related policies.

Languages:
Fluency in both English and Vietnamese is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and project documentation. Additional language skills may be considered an asset but are not required.
