Job Overview:
The Program Officer for Cash-Based Initiatives (CBI) will play a crucial role in integrating cash-based interventions into operational plans and strategies to meet program objectives effectively. This position requires collaboration with partners and technical sectors to facilitate the design, revision, and dissemination of CBI tools, guidance, work plans, and standard operating procedures (SOPs). The officer will also conduct capacity-building initiatives for program staff involved in CBI planning and management at the country level. The role involves providing technical support on project activities and objectives in line with global and IOM standards for CBI, including participation in situational analysis, needs assessments, targeting, and distribution. The officer will support project proposal revisions and endorsement processes related to the CBI portfolio, ensuring that gender, protection, and disability inclusion considerations are integrated into CBI projects. Additionally, the officer will liaise with IOM offices to ensure a coherent and consistent institutional and rights-based approach to CBI, advising on risk management for CBI implementation and conducting feasibility studies and market assessments to select the most suitable CBI modalities. The position also requires coordination with AVR Monitoring and Evaluation colleagues to ensure systematic collection and analysis of relevant indicators for CBI delivery, as well as representation of IOM in CBI-related forums and meetings with donors and stakeholders. The officer will prepare periodic and ad hoc reports on IOM's CBI activities and undertake site visits to ensure project objectives are being met.

Duties and Responsibilities:
  • Provide inputs to management on integrating CBI into operational plans and strategies to efficiently meet program objectives and liaise with partners and technical sectors.
  • Facilitate the design, revision, and dissemination of CBI tools, guidance, work plans, and SOPs for effective implementation of CBI in IOM Global AVR program operations.
  • Conduct capacity-building initiatives for program staff involved in CBI planning and management.
  • Provide technical support on project activities and objectives in line with global and IOM standards for CBI, including situational analysis, needs assessment, targeting, and distribution.
  • Support project proposal revision and endorsement processes related to the CBI portfolio, assisting Country Offices in developing project narratives and proposals.
  • Ensure integration of gender, protection, and disability inclusion considerations into CBI projects.
  • Liaise and coordinate with IOM Offices to ensure a coherent and consistent institutional and rights-based approach to CBI.
  • Advise Country Offices on risk management for CBI implementation.
  • Support Country Offices in conducting feasibility studies and market assessments for CBI modalities. 1
  • Coordinate with AVR Monitoring and Evaluation colleagues to ensure systematic collection and analysis of output and outcome indicators for CBI. 1
  • Liaise with the CBI Unit in Geneva to ensure compliance with IOM’s policies and procedures for CBI Programming. 1
  • Represent IOM in CBI-related forums and meetings with donors and stakeholders. 1
  • Prepare periodic and ad hoc reports on IOM’s CBI activities and propose operational improvements. 1
  • Undertake and oversee visits to project sites and meet beneficiaries to ensure progress towards project objectives. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Social Science, International Relations, Research, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or a Bachelor’s degree in the above fields with seven years of relevant professional experience.
  • Experience working with migrants, civil society, and government on CBI programs.
  • Proven ability to work with vulnerable individuals and integrate protection considerations into CBI programming.
  • Work experience in AVRR programs is an advantage.
  • Demonstrated knowledge of handling sensitive information and personal data.
  • Strong written and verbal communication skills, with the ability to effectively communicate with colleagues and partners.
  • Self-motivated, objective-driven, and able to work under pressure with minimal supervision.
  • Knowledge and application of casework principles.
  • High proficiency in record keeping, information analysis, and entry. 1
  • Strong quality control and assurance skills.

Educational Background:
The position requires a Master’s degree in Social Science, International Relations, Research, Law, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in the same fields is acceptable, provided the candidate has seven years of relevant professional experience. The educational background should reflect a strong foundation in social sciences or related disciplines that are pertinent to the responsibilities of the role.

Experience:
Candidates must have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they hold a Bachelor’s degree. Experience should include working with migrants, civil society, and government on cash-based initiatives. Proven ability to work with vulnerable individuals and integrate a wide range of protection considerations into CBI programming is essential. Experience in AVRR programs is considered an advantage, as is experience in communicating with individuals who have complex needs. Candidates should also have demonstrated knowledge in handling sensitive information and personal data.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, Russian, French, or Spanish) is advantageous, particularly proficiency in Spanish. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Short Term Graded contract for six months with the possibility of extension. It is a professional recruitment type and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
