Job Overview:
The WASH in Public Health Emergencies Expert Consultant will play a crucial role in UNICEF's efforts to address public health emergencies, particularly focusing on the needs of children and women. The consultant will be responsible for enhancing UNICEF's WASH and IPC capacities in response to infectious disease outbreaks. This position involves collaboration with various teams within UNICEF, including the PHE Unit and Supply Division, to ensure effective preparedness and response strategies are in place. The consultant will engage in evidence generation, knowledge management, operational support, capacity building, and partnership development to strengthen UNICEF's response to public health emergencies.

Duties and Responsibilities:
  • Evidence Generation and Knowledge Management: Review and revise the UNICEF IPC strategy, develop a WASH and cholera knowledge product, and draft the WASH PHE section of the UNICEF WASH annual report.
  • Operational and Programmatic Support: Develop essential supplies lists for public health emergencies, conduct technical assessments of WASH projects, and prepare quarterly progress updates.
  • Capacity Building: Deliver training on vector control for WASH practitioners and develop a final version of the WASH training package for cholera response.
  • Partnerships: Support the development of priority products for the GTFCC, organize quarterly meetings, and facilitate the WASH in PHE Network meetings with WHO.
  • Travel: Conduct missions to Kenya, Mozambique, and Geneva as required for training and project assessments.

Required Qualifications:
  • Education: An advanced university degree (MSc) in civil engineering, environmental engineering, WASH, or Public Health.
  • Knowledge/Expertise/Skills: A minimum of 10 years of professional experience in WASH in Public Health Emergencies, including at least 5 years in emergency contexts. Expertise in responding to cholera, Ebola, and other disease outbreaks is essential. Strong advocacy and partnership-building skills are required, along with a proven track record in technical guidance development. Basic knowledge of global health architecture and experience in knowledge management and capacity building are desirable. Fluency in English is mandatory, with good written and spoken skills in French being required.

Educational Background:
Candidates must possess an advanced university degree (MSc) in relevant fields such as civil engineering, environmental engineering, WASH, or Public Health to qualify for this position.

Experience:
The position requires a minimum of 10 years of professional experience in WASH in Public Health Emergencies, with at least 5 years in emergency and humanitarian contexts. Experience working with UNICEF or other UN organizations during public health emergencies is highly regarded.

Languages:
Fluency in English is mandatory, and good written and spoken skills in French are required. Additional language skills may be beneficial but are not specified as mandatory.

The contract will include a financial proposal reflecting costs per deliverable and total assignment costs.
