Job Overview:
The MEL (Monitoring, Evaluation, and Learning) Manager will be responsible for maintaining and implementing monitoring and evaluation processes and practices for the STRIDES activities in Madagascar. The incumbent will train program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are accurately prepared and collected in targeted geographic areas and sectors. They will provide basic technical support and guidance to staff and partners in the region and country offices. The role involves drafting technical sections of proposals and project designs based on the guidance established by technical leadership. The MEL Manager will implement and monitor technical strengthening initiatives, develop adoption and/or training strategies, design and conduct training or adoption activities for specific technical areas, and create scientific or technical materials in their area of expertise. They will evaluate program effectiveness and provide technical evaluation reports, as well as offer administrative support on basic project operations, such as updating manuals, assisting in proposal writing, and budget tracking. Technical agents (levels I to III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals in these positions must demonstrate an increasing level of competence in the specific relevant technical area.

Duties and Responsibilities:
The responsibilities of the MEL Manager include providing technical support in the development and dissemination of tools, materials, reports, documents, and interventions for projects. They will conduct research in published literature on evolving issues in their assigned technical area, provide quality control and assurance support, and contribute to the development and sharing of lessons learned, knowledge, innovations, and best practices. The MEL Manager will assist in work planning and the preparation and finalization of the work plan. They will work closely with the assigned team to ensure that activities are implemented according to standard operating procedures (SOPs), monitor and maintain protocols, instruments, datasets, manuals, training materials, and reports. They will participate in meetings with clients and funders, prepare requests for proposals for technical, administrative, and other service needs, and respond to inquiries from internal and external staff. Additionally, they will support the preparation of quarterly and annual reports and other documents, draft and revise technical reports and documents, collect necessary information, data, and statistics to provide evidence for reports, presentations, and other produced documents, assist in technical troubleshooting, guide data analysis and application, and ensure that documentation and reports on services rendered to clients are recorded in relevant service logs. They will also assist in compiling technical content such as reports, presentations, and manuscripts.

Required Qualifications:
The position requires a strong technical background with proficiency in database management software and online research tools. The MEL Manager must have the ability to develop terms of reference and deliverables for partners, consultants, etc. They should possess cultural sensitivity and an understanding of political, contextual, and ethical issues in assigned areas. Clear and positive communication skills with clients and staff are essential, along with a basic practical knowledge of concepts, practices, and procedures for providing technical support for technical research studies. Excellent oral and written communication skills, organizational skills, and analytical skills are required. Proficiency in Microsoft Office Suite is mandatory, as well as the ability to analyze and interpret data, identify errors, and prepare reports. Problem-solving skills and the ability to implement corrective measures as needed are also necessary. Fluency in English, both written and spoken, is required.

Educational Background:
A Bachelor's degree or higher, or its international equivalent, in civil society, social communication and marketing, economic development, education, environment, gender, health, nutrition, research, technology, youth, or a related field is required for this position.

Experience:
Typically, the position requires 2+ years of relevant experience in data collection management and technical assistance. Previous work experience in a non-governmental organization (NGO), government agency, or private sector is preferred.

Languages:
Fluency in English is mandatory, both written and spoken. Additional language skills may be beneficial but are not specified as mandatory.

The position is based in a typical office environment, requiring the ability to spend long hours looking at a computer screen and performing repetitive tasks on a keyboard. The candidate must be able to sit and stand for extended periods and lift/move up to 5 lbs. The technology used includes personal/laptop computers, Microsoft applications (e.g., Office 365, SharePoint, Skype/Zoom/Teams), mobile technology, and standard office equipment. Travel requirements are estimated at 10% - 25%.
