Job Overview: The Electrical Engineer position is a consultancy role focused on supporting the procurement of electrical equipment as part of the REPOWER project, which aims to restore and enhance energy infrastructure in Ukraine following the severe impacts of the ongoing conflict. The engineer will work under the supervision of the Project Manager, ensuring that all technical specifications and quality standards are met during the procurement process. This role requires a deep understanding of both Ukrainian and international technical standards, as well as the ability to analyze and evaluate bids from suppliers. The engineer will also be responsible for training project personnel on quality standards and promoting a culture of quality within the organization. The position is designed for individuals who can work flexibly, as some tasks can be performed remotely, while others may require on-site presence in Ukraine.
Duties and Responsibilities:
Quality Management: Analyze technical specifications for electrical equipment, ensuring compliance with relevant Ukrainian and international standards. Provide inputs to technical specifications and sign off on tender documentation in the UNOPS procurement system. Respond to bidders' technical requests for clarification and participate in tender evaluation panels, providing detailed evaluations of bids. Assist the Project Manager in verifying the completeness and correctness of technical documentation provided by suppliers. Offer technical advice on equipment acceptance and act as a point of contact for quality-related issues during equipment delivery and installation.
Information and Knowledge Management: Train project personnel on relevant technical quality standards and promote a culture of quality within the organization. Collaborate with the Project Manager to ensure that all tasks are completed within agreed timelines and with the necessary quality standards. Maintain effective communication with stakeholders to resolve any quality-related concerns.
Required Qualifications: Candidates must possess a Master’s degree or postgraduate studies in electrical engineering. Alternatively, a Bachelor’s degree in a relevant technical domain combined with two additional years of relevant experience may be accepted in lieu of a Master’s degree. A minimum of five years of experience in electrical engineering, particularly in testing and quality control of electrical equipment, is required. Proficiency in Ukrainian and EU technical standards and legal requirements for electrical equipment is essential. Previous experience with international organizations or large-scale projects is considered an asset. Certification or registration from the Ministry of Regional Development, Construction and Housing of Ukraine is also advantageous.
Educational Background: A Master’s degree in electrical engineering or a related field is required. Candidates with a Bachelor’s degree in a relevant technical domain may be considered if they have at least two additional years of relevant experience. This educational background ensures that the candidate has a solid foundation in electrical engineering principles and practices, which is critical for the role.
Experience: The position requires a minimum of five years of relevant experience in electrical engineering, specifically in areas such as testing, quality control, and compliance evaluation of electrical equipment. Candidates should have a strong understanding of technical documentation and standards applicable to electrical equipment, as well as experience working with international organizations or on large-scale projects, which would enhance their ability to navigate complex procurement processes.
Languages: Fluency in Ukrainian is mandatory, as the role involves communication with local stakeholders and understanding local standards. A working knowledge of English is also required, as the expert will need to translate documentation and communicate with international partners. Proficiency in additional languages may be beneficial but is not mandatory.
Additional Notes: This is a local consultancy position open to Nationals of Ukraine and individuals with valid residence/work permits. The contract type is retainer, with a local ICA support level (LICA 9). The contract duration is for one year, with a maximum of 200 working days. This is not a full-time position; consultants will be compensated for the days they work, with the possibility of contract extension based on organizational needs and performance.
