Job Overview: The Digital Technology Specialist (eGovernment and Digital Public Infrastructure) position is crucial for driving the Asian Development Bank's (ADB) initiatives aimed at modernizing public administration and enhancing digital governance in developing member countries (DMCs). This role is situated within the Digital Sector Office (DIG) of Sector Department 2 (SD2) and involves reporting to the Director of the Digital Sector Office while overseeing junior team members. The specialist will be responsible for supporting the development and implementation of eGovernment and Digital Public Infrastructure (DPI) projects that aim to improve public service delivery, enhance citizen engagement, and strengthen governance frameworks. The position requires a strategic approach to project design and implementation, ensuring that initiatives are contextually relevant and effectively address the needs of DMCs. The specialist will also engage in capacity building and knowledge sharing to promote best practices in eGovernment and DPI across the region.
Duties and Responsibilities: The Digital Technology Specialist will have a comprehensive set of responsibilities, including:
Identifying, designing, and implementing projects and technical assistance programs focused on eGovernment platforms, national digital IDs, secure data exchanges, payment systems, and other essential components of Digital Public Infrastructure.
Supporting DMCs in conducting digital readiness assessments and formulating digital government strategies that align with broader development plans.
Collaborating with ADB operations and sector teams to ensure that digital public infrastructure considerations are integrated into projects across various sectors, including social protection, justice, taxation, and public administration reform.
Facilitating partnerships and dialogues with governments, technology partners, civil society, and development partners to strengthen eGovernment ecosystems and promote open, inclusive, and interoperable DPI.
Providing technical and operational guidance during project preparation and implementation to address institutional, regulatory, and capacity-related challenges.
Contributing to knowledge sharing, capacity building, and learning activities for ADB staff and DMCs on global best practices and emerging trends in eGovernment and DPI.
Enhancing the visibility of ADB's work in this area through effective communication, events, and collaboration with centers of excellence and thought leaders.
Required Qualifications: Candidates for the Digital Technology Specialist position must possess the following qualifications:
A university degree in Public Policy, Public Administration, Computer Science, Information Systems, or a related field; a post-graduate degree or its equivalent is preferred.
A minimum of 6 years of relevant experience in designing and implementing eGovernment or digital public infrastructure initiatives.
Demonstrated experience working with multilateral development banks or international development organizations, with familiarity in project design, financing, and implementation processes.
A strong understanding of the institutional, legal, and technical aspects of eGovernment and Digital Public Infrastructure.
Proven ability to work effectively in multidisciplinary teams and navigate complex stakeholder environments.
Excellent analytical, strategic thinking, and communication skills, with proficiency in both written and verbal English.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Public Policy, Public Administration, Computer Science, Information Systems, or a related discipline. A post-graduate degree is preferred, as it demonstrates a higher level of expertise and understanding of the complexities involved in digital governance and public infrastructure.
Experience: The position requires at least 6 years of relevant experience in the field of eGovernment or digital public infrastructure. Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
