Job Overview: The position of Specialist in Disaster Risk Reduction is crucial within the framework of the cooperation program between UNICEF and the Government of Chile. This role involves developing a manual or guide that addresses the specific disaster risk needs of Chile, focusing on child protection and building more resilient local communities. The consultant will be responsible for creating a systematic document that outlines the design and implementation process of the public-private partnership 'Sumar Saberes', detailing its main components, lessons learned, and recommendations for sustainability. The consultant will also analyze the financing model and accountability mechanisms that support the alliance, identify key success factors, and propose evidence-based recommendations for improvement and sustainability of the initiative.
Duties and Responsibilities:
Develop a work plan that includes a timeline and dimensions to study, defining qualitative research participants and designing interview instruments.
Create a conceptual framework based on international experiences of public-private partnerships, addressing the necessity of such alliances for public good.
Document the design and implementation phases of the 'Sumar Saberes' alliance, detailing each component, stages, and involved actors.
Analyze the financing model and contractual mechanisms that sustain the participation of various stakeholders in the alliance.
Identify key success factors, challenges faced, and strategies employed to overcome them, contributing to the sustainability of the alliance.
Provide evidence-based recommendations for the improvement and sustainability of 'Sumar Saberes', suggesting adjustments to the theory of change as necessary.
Conduct interviews and workshops with key stakeholders to gather insights and validate findings.
Prepare a final summative document that synthesizes the work done, emphasizing the roles of the state and private sector, and proposals for sustainability.
Required Qualifications: Candidates must possess a background in social sciences, engineering, or public administration, with expertise in public policies, particularly in the education sector. A minimum of 5 years of experience in the education sector, specifically in public policy, is required. Experience working with private foundations in education is preferred. Candidates should have knowledge of the Chilean educational regulatory framework and its financing system. Proficiency in qualitative research methodologies and project/systematization experience is essential. The ability to produce high-quality technical documents and publications is also required.
Educational Background: A degree in social sciences, engineering, or public administration is required. Advanced degrees or specialized training in public policy, education, or related fields will be considered an asset.
Experience: The position requires at least 5 years of relevant experience in the education sector, particularly in public policy development and implementation. Experience with public-private partnerships and knowledge of the Chilean educational context is highly desirable.
Languages: Fluency in Spanish is mandatory. Proficiency in English or other languages is considered an asset, as it may facilitate access to international resources and collaboration.
Additional Notes: The consultancy is expected to be conducted over a period of 120 days from the signing of the contract, with specific deliverables due at various intervals. The consultant will be required to submit a comprehensive economic proposal, including all costs associated with the project.
