Job Overview: The Treasury Analyst position is situated within the Financial Policy and Planning Division (TDFP) of the Treasury Department (TD) at the Asian Development Bank. The role is crucial for managing financial data analysis and supporting the formulation and revision of financial policies. The Treasury Analyst will coordinate the preparation of the TD Quarterly Report and act as the Secretariat for the Asset Liability Management Committee (ALCO). This position requires a proactive approach to managing regional forums and workshops related to public debt management, reserve management, and Sovereign Asset and Liability Management. The successful candidate will also be responsible for ensuring compliance with ADB's standards in all correspondence and documentation, managing budget requests, and tracking operational expenses. The role demands a high level of analytical skills, coordination, and the ability to handle multiple tasks under tight deadlines, all while maintaining excellent client relations, particularly with senior government officials.
Duties and Responsibilities: The Treasury Analyst will have a comprehensive set of responsibilities, including but not limited to: managing the collection and analysis of data related to financial policy formulation and revision; coordinating the preparation of the TD Quarterly Report; serving as the Secretariat for the Asset Liability Management Committee (ALCO); assisting in the administration and implementation of technical assistance (TA); planning and coordinating quarterly ALCO meetings; consolidating inputs related to financial projections, asset-liability management, and Treasury operations for the TD Quarterly Report; ensuring timely and compliant issuance of correspondence and documents; managing coordination functions for report production; preparing budget requests for TDFP and tracking operational and administrative expenses; and performing any other tasks as required and outlined in the work plan.
Required Qualifications: Candidates must possess a Bachelor's degree in Banking, Accountancy, Business Administration, or related disciplines. A minimum of 5 years of relevant work experience in treasury, accounting, knowledge management, and general office administration is required, with solid experience in project and TA administration, TA implementation, and capacity building activities. Proficiency in planning, analytical skills, and coordination is essential, along with the ability to manage multiple tasks with strict deadlines. Excellent client orientation and the ability to work effectively with external clients, particularly senior government officials, are critical. Familiarity with ADB's financial policies, products, and operations, as well as knowledge of similar multi-lateral development banks' (MDBs) procedures, is highly desirable. Candidates should demonstrate accuracy in data handling and possess strong written and verbal proficiency in English.

Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term position for an initial period of 3 years.
