Job Overview: The Supply Chain Officer (UN Common Premises) will play a crucial role in overseeing supply chain activities within the IOM Country Office in Dhaka and the UN Common Premises (UNCP). This position requires strategic planning and management of supply chain-related activities, ensuring that the common services system operates effectively according to IOM's Standard Operating Procedures (SOP) and regulations. The officer will be responsible for coordinating with various stakeholders, including the UNCP Management Committee, to enhance operational efficiency and effectiveness among UN agencies in Bangladesh. The successful candidate will lead supply chain activities, including procurement, logistics, asset management, and reporting, while also providing guidance and training to staff on relevant policies and procedures. The role demands a proactive approach to identifying and addressing supply chain bottlenecks and optimizing processes to ensure timely delivery of quality goods and services.
Duties and Responsibilities: The Supply Chain Officer will be responsible for a comprehensive set of duties, including but not limited to: conducting strategic planning for supply chain activities; overseeing procurement processes and ensuring compliance with IOM's procurement regulations; managing logistics information and reporting; conducting market research and logistics capacity assessments; supervising maintenance and renovation work for the UN Common Premises; establishing cost-effective maintenance agreements; identifying supply chain bottlenecks and optimizing processes; reviewing procurement requests and evaluating vendor performance; maintaining a pool of qualified vendors; overseeing the bidding process and ensuring transparency; liaising with relevant government departments to meet safety and regulatory standards; establishing internal control mechanisms for supply chain processes; ensuring timely submission of reports; supervising and mentoring supply chain management staff; representing IOM in inter-agency meetings; and performing other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, sound knowledge of asset management processes, and excellent communication and writing skills. Proficiency in analyzing complex problems and providing clear solutions is essential, as is a high level of computer literacy, with knowledge of ERP systems being an advantage.
Educational Background: The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable, provided the candidate has seven years of relevant professional experience. This educational foundation is critical for understanding the complexities of supply chain management and the operational requirements of the IOM.
Experience: Candidates should have significant experience in managing diverse supply chain operations, with a demonstrated ability to train and supervise teams. Experience in vendor management, supervising large teams, and working on complex projects with a proven record of meeting deadlines is essential. Additionally, experience within the International Humanitarian Field and organizations of the UN Common System, as well as experience in establishing or overseeing UN Common Premises, is highly desirable.
Languages: Fluency in English, both oral and written, is required for this position. Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French), as well as Bengali or other local languages, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 level, indicating a professional recruiting type. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
