Job Overview:
The Administrative and Human Resources Officer will play a crucial role in supporting the operational effectiveness of the EpiC project in Haiti. This position is responsible for leading various administrative tasks and supporting human resources management under the supervision of the Associate Director for Finance & Operations. The officer will ensure compliance with FHI 360 policies and donor regulations while managing office support duties such as records management, procurement, and supplies management. The successful candidate will also work closely with senior project management to identify staffing needs, oversee recruitment processes, and maintain HR files. This role is essential for ensuring that the project runs smoothly and efficiently, providing critical support to the team and contributing to the overall mission of achieving HIV epidemic control and improving health outcomes in Haiti.

Duties and Responsibilities:
The key responsibilities of the Administrative and Human Resources Officer include:
  • Administration: - Support the upkeep and maintenance of FHI 360 EpiC Haiti offices, ensuring compliance with energy conservation and preventive maintenance programs. - Prepare and present management reports on operating costs related to facility maintenance, travel, and utilities. - Monitor inventory of office equipment and coordinate requests for replacements or new supplies. - Serve as the primary contact for vendors and service providers. - Supervise junior administrative staff as needed.
  • Human Resources: - Ensure adherence to FHI 360 employment standards and HR policies. - Assist in the recruitment, selection, and onboarding of employees. - Maintain accurate personnel files and manage employment contracts. - Prepare job vacancy publications and liaise with candidates throughout the recruitment process. - Conduct reference checks and ensure compliance with employment-related laws. - Support staff development and training opportunities. - Provide guidance on HR-related matters to staff and management. - Ensure compliance with office practices and policies.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications: - Knowledge and experience in Haitian labor law, compensation, benefits administration, and office administration. - Proficiency in Microsoft Office applications and HRIS programs. - Strong organizational skills and the ability to manage multiple projects simultaneously. - Excellent oral and written communication skills, with superior interpersonal skills. - High level of confidentiality and demonstrated analytical skills. - Proven ability to work effectively in senior management teams and develop effective work plans. - Experience in identifying cost savings and opportunities for improvement.

Educational Background:
Candidates should have at least an Associate degree or international equivalent in business administration or a related field. A Bachelor’s degree (BS/BA) is preferred, along with additional relevant professional or management certifications that may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of five years of relevant experience in administrative roles, including procurement and supply management, office management, and clerical tasks. Candidates should have demonstrated experience supporting HR functions and preferably have experience working with Haitian and international NGOs, along with an understanding of donor regulations.

Languages:
Fluency in French and Haitian Creole is required for this position. Advanced proficiency in English is preferred, as it will facilitate communication with international stakeholders and enhance the candidate's ability to perform effectively in a global context.

This position is based in Port-au-Prince, Haiti, and preference will be given to Haitian national candidates.
