Job Overview: The primary objective of this consultancy is to develop two comprehensive capacity development curricula under the Power of Data project. The second curriculum targets producers of statistics, emphasizing the improvement of accessibility, communication, and usability of existing statistics while strengthening user engagement. Duties and Responsibilities: The consultant will undertake several key responsibilities, including reviewing existing resources relevant to the curricula, designing two detailed curricula in consultation with ESCAP staff and stakeholders, and delivering draft and final versions of each curriculum. Specific tasks include:
Assessing existing resources for suitability and potential adaptation.
Designing curricula that specify intended learning outcomes, recommended delivery modalities, and thematic content tailored to user groups.
Identifying gaps in existing materials that may require new development.
Incorporating feedback from ESCAP and country partners into the final curriculum versions.
Preparing a summary report that outlines decisions regarding resource integration and identified gaps. The consultant will also facilitate workshops and seminars aimed at enhancing data use among policymakers and data producers, ensuring that the curricula align with project objectives and the specific policy areas of each target country.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as statistics, economics, education, international development, or public administration. A minimum of 5 years of experience in official statistics at national or international levels is required. Additionally, demonstrated experience in developing curricula and training materials for statistical capacity-building, particularly for non-statistical audiences, is essential. Previous experience in delivering or developing training activities, both in-person and online, for official statistics is also required. Experience working with national statistical offices and policymakers in developing countries is highly desirable, as it will enhance the consultant's ability to tailor the curricula effectively to the needs of the target audience.
