Job Overview: The position of Formación de Formadores de la FELCN en ética e Integridad involves providing training and capacity-building support to the Bolivian Special Force for the Fight Against Narcotics (FELCN). The role is crucial in enhancing the ethical standards and integrity of the force, ensuring that they operate within the framework of human rights and international standards. The consultant will be responsible for developing training materials, conducting workshops, and evaluating the effectiveness of the training programs. This position requires a deep understanding of ethical practices in law enforcement and the ability to engage with diverse stakeholders to foster a culture of integrity within the FELCN.
Duties and Responsibilities:
Develop comprehensive training modules focused on ethics and integrity tailored for the FELCN.
Conduct training sessions and workshops for FELCN personnel, ensuring engagement and effective learning.
Evaluate the training programs and provide feedback for continuous improvement.
Collaborate with FELCN leadership to identify specific training needs and tailor content accordingly.
Prepare detailed reports on training outcomes and recommendations for further actions.
Facilitate discussions on ethical dilemmas and integrity challenges faced by law enforcement officers.
Stay updated on best practices in law enforcement ethics and integrity training.
Required Qualifications:
Proven expertise in ethics and integrity training, particularly in law enforcement contexts.
Educational Background: A minimum of a Master’s degree in Law, Criminal Justice, Public Administration, or a related field is required. Additional certifications in ethics training or law enforcement training methodologies will be considered an asset.
Experience: At least 5 years of professional experience in training and capacity building in the field of law enforcement, with a focus on ethics and integrity. Experience working with governmental or international organizations is highly desirable.
Languages: Fluency in Spanish is mandatory, as all training will be conducted in this language. Proficiency in English is an asset, as it may be required for reporting and communication with international stakeholders.
Additional Notes: The assignment is expected to last for 60 calendar days, with a combination of virtual training and potential travel to Cochabamba for in-person sessions. This position is classified as an individual contractor role, and candidates are encouraged to submit their proposals through the UNDP Quantum system by the specified deadline.
