Job Overview:
The Programme Officer (Cash-Based Interventions (CBI)) will play a crucial role within the Department of Humanitarian Response and Recovery (DHRR) at IOM. This position requires the officer to work under the direct supervision of the Senior Emergency Preparedness and Response Officer and the overall supervision of the Chief of the Preparedness and Humanitarian Response Division (PHRD). The officer will be responsible for enhancing the implementation of CBI programming across IOM’s operations, which has gained increasing importance in recent years. The role involves collaborating with resource management colleagues to ensure that administrative systems support CBI programming effectively, improving preparedness and response in country offices, and liaising with partner organizations to avoid duplication of efforts. The Programme Officer will also contribute to the development of a community of practice within IOM and support regional and country offices in CBI preparedness and response, ensuring that IOM's CBI strategy is effectively implemented and aligned with institutional priorities.

Duties and Responsibilities:
The Programme Officer (CBI) will undertake a variety of duties, including but not limited to: working closely with the Department of Financial Administrative Management (DFAM) and other relevant departments to design and streamline CBI-related tools and systems; conducting fundraising activities and monitoring global CBI budgets; establishing and maintaining links with IOM regional and country offices; developing training materials and facilitating training sessions; producing reports and papers on CBI initiatives; assessing and prioritizing countries for CBI programming; representing IOM in external forums; managing administrative and operational activities related to global CBI projects; ensuring timely support to IOM operations; and promoting research and new approaches to enhance CBI program delivery.

Required Qualifications:
Candidates must possess a Master’s degree in Humanitarian Operations or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have demonstrated working experience in CBI programming across various sectors and types of responses, as well as experience in coordinating multi-sectoral humanitarian response activities. A strong understanding of CBI policy, interagency coordination systems, and IOM's administrative protocols is preferred. Candidates should also have extensive knowledge of current humanitarian issues and experience in field operations in both natural disasters and post-conflict situations.

Educational Background:
The educational background required for this position includes a Master’s degree in Humanitarian Operations or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has additional relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education in their respective fields.

Experience:
The position requires candidates to have a significant level of experience, specifically in CBI programming and humanitarian response. Candidates should have demonstrated experience in coordinating and implementing multi-sectoral humanitarian response activities, including but not limited to shelter and settlements, distribution of non-food items, water, sanitation and hygiene (WASH), and camp coordination and management. A practical understanding of CBI policy and related agency coordination systems is essential, as is knowledge of market analysis and CBI program design and implementation.

Languages:
Fluency in English is mandatory for this position, both oral and written. IOM’s official languages include English, French, and Spanish, and while fluency in English is required, a working knowledge of another official UN language (such as Arabic, French, Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is classified as a Special Short Term Graded contract, with an initial duration of 6 months and the possibility of extension. The role is categorized as a professional vacancy, and candidates must be willing to be mobile as part of their responsibilities. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
