Job Overview: The Programme Analyst position at UN Women involves providing comprehensive program support for the Women's Peace and Humanitarian Fund (WPHF) in Ukraine. This role requires the analyst to assist in the onboarding and contracting processes, oversee project implementation, and ensure effective monitoring and evaluation of the projects. The Programme Analyst will work closely with the program and operations teams to facilitate the successful execution of UN Women programs, particularly in the context of the ongoing humanitarian crisis. The position demands a strong analytical ability to assess results achieved during project implementation and to support the application of relevant systems and procedures. The analyst will also contribute to the development of program strategies, provide technical assistance to partners, and ensure compliance with UN Women policies and regulations. This role is critical in ensuring that the WPHF project meets its objectives and effectively addresses the needs of women and girls affected by the crisis.
Duties and Responsibilities:
Contribute technically to the development of WPHF programme strategies by providing inputs to project proposals and initiatives.
Support the implementation and management of the WPHF programme by coordinating activities, monitoring progress, and ensuring compliance with Results Based Management principles.
Provide technical assistance and capacity development support to project partners, including training and guidance on project implementation and reporting.
Monitor and report on programme activities, results, and indicators, contributing to the development of monitoring tools and reports.
Manage programme finances by monitoring budget implementation and assisting with financial reporting.
Contribute to building partnerships and resource mobilization strategies by providing inputs to relevant documentation and maintaining databases.
Support inter-agency coordination efforts to align UN Women/WPHF programmes with other partners in Ukraine.
Assist in advocacy, knowledge building, and communication efforts by providing technical inputs to background documents and organizing events and training.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage. Candidates should demonstrate strong analytical skills, knowledge of Results Based Management, and the ability to gather and interpret data effectively.
Educational Background: The educational background required for the Programme Analyst position includes a Master's degree in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project management certification is also beneficial for candidates.
Experience: At least one year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in gender equality, gender-responsive governance, and protection is desirable, as is experience in coordinating with government agencies and donors.
Languages: Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
