Job Overview: The National Consultant: Climate Finance Framework & CFT Expert position is designed to support the UNDP's efforts in enhancing climate finance mechanisms in Bangladesh. The consultant will be responsible for updating the Climate Fiscal Framework to reflect the advancements made since the last revision in 2020, ensuring that it aligns with the current national climate policies. This role also involves revising the Climate Public Finance Tracking Methodology established in 2018 by integrating the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs). A significant aspect of this position is to facilitate the transition from an ex-post to an ex-ante climate budget allocation process, which will allow for the identification, classification, geotagging, and labeling of budget allocations according to their climate-related objectives during the budget formulation stage. The consultant will work closely with various stakeholders to ensure that the updated frameworks are effectively implemented and that they contribute to the overall climate goals of the country.
Duties and Responsibilities:
Update the Climate Fiscal Framework to incorporate recent developments and ensure alignment with national climate policies.
Revise the Climate Public Finance Tracking Methodology by integrating the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs).
Incorporate geotagging within the budget systems to enhance tracking and accountability of climate-related expenditures.
Support the transition from an ex-post to an ex-ante climate budget allocation process, enabling proactive identification and classification of climate-related budget allocations.
Collaborate with government agencies, NGOs, and other stakeholders to gather necessary data and insights for the framework updates.
Prepare detailed reports and presentations on the findings and recommendations for stakeholders.
Provide training and capacity-building sessions for relevant personnel on the updated frameworks and methodologies.
Ensure compliance with UNDP guidelines and standards throughout the assignment.
Required Qualifications:
Advanced degree in finance, economics, environmental science, or a related field.
Proven experience in climate finance, public finance management, or related areas.
Strong understanding of climate policies and frameworks at the national and international levels.
Experience in developing or revising fiscal frameworks and methodologies.
Excellent analytical and problem-solving skills.
Strong communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
Familiarity with geotagging and budget tracking systems is an advantage.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in finance, economics, environmental science, or a related field. A PhD in a relevant discipline would be an asset, particularly for those with a focus on climate finance or public policy.
Experience: The position requires a minimum of 5 years of relevant professional experience in climate finance, public finance management, or related fields. Candidates should have a demonstrated track record of working on climate-related projects, particularly in developing or revising fiscal frameworks and methodologies. Experience working with government agencies and international organizations is highly desirable.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Bengali or other local languages is considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.
Additional Notes: The assignment is expected to last from September 1, 2025, to April 30, 2026, comprising a total of 95 working days. This position is classified as an individual contractor role, and candidates are encouraged to submit their proposals directly through the UNDP supplier portal.
