Job Overview:
The position of International Consultant for Resource Mobilization at UN Women Ethiopia Country Office (ECO) is pivotal in enhancing the organization's resource mobilization capacity and strengthening strategic partnerships. The consultant will be responsible for developing and implementing a comprehensive resource mobilization strategy that aligns with the current country program and future priorities on gender equality and women's empowerment. This role involves conducting donor intelligence and mapping, engaging with potential and existing partners, and driving outreach and proposal development. The consultant will work closely with the Deputy Country Representative and the Monitoring and Evaluation Officer, ensuring that the resource mobilization efforts are effectively integrated into the overall strategic framework of UN Women in Ethiopia. The consultant's work will directly contribute to securing sustainable funding and financing for gender equality initiatives in the country.

Duties and Responsibilities:
The International Consultant will oversee the development of UN Women’s strategic partnerships in Ethiopia, managing relationships with key partners and providing technical inputs to senior management for developing innovative partnerships. Responsibilities include drafting and reviewing partner-specific Framework Arrangements and Cost Sharing Agreements, preparing funding proposals and concept notes, and advising on effective advocacy strategies for targeting partners and donors. The consultant will also develop differentiated donor fundraising strategies, segment donors based on their interests and giving patterns, and create targeted products to mobilize programmatic resources. Additionally, the consultant will build trust with donors, support the Country Representative in donor engagements, and collaborate with the communication team to promote fundraising efforts. The consultant will also facilitate training for program staff on resource mobilization procedures and guidelines, ensuring that internal capacities are strengthened.

Required Qualifications:
Candidates must possess a Master’s Degree or equivalent in international development studies, gender/women’s studies, economics, political science, international relations, social sciences, or a related discipline. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant should have a minimum of 7 years of relevant work experience, with at least 3 years at the international level involving multi-stakeholder projects and partnership development. Extensive experience in resource mobilization and donor relations is essential, along with proven expertise in gender equality and women's empowerment. Candidates should demonstrate experience in preparing strategic presentations and communication materials for stakeholders and familiarity with main funding platforms.

Educational Background:
The educational background required for this position includes a Master’s Degree or equivalent in fields related to international development, gender studies, economics, political science, or social sciences. A first-level university degree may be accepted if accompanied by additional qualifying experience, highlighting the importance of both formal education and practical experience in the field.

Experience:
The position requires a minimum of 7 years of relevant work experience, with at least 3 years at the international level. Candidates should have extensive experience leading resource mobilization and donor relations efforts, evidenced by previous successful resource mobilization records. Familiarity with gender equality and women's empowerment initiatives is crucial, as well as experience working with government, donors, and development partners.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages such as French or Spanish, or any other UN official language, is considered an asset and may enhance the candidate's profile.

Additional Notes:
This consultancy position is based in Addis Ababa, Ethiopia, with the possibility of being partly home-based on a case-by-case basis if approved by the supervisor. The role is expected to involve continuous engagement until the end of the contract, with specific deliverables including donor mapping, resource mobilization strategy development, and capacity development initiatives. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the organization.
