Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a thorough review of the current strategic plan and its implementation status.
Engage with stakeholders through interviews, workshops, and surveys to gather input and feedback.
Analyze data and information related to the fishery and marine resources sector in Somaliland.
Develop a draft strategic plan that outlines key objectives, strategies, and action plans for the ministry.
Facilitate validation workshops to present the draft plan and incorporate feedback.
Finalize the strategic plan document and prepare a presentation for the ministry and other stakeholders.
Provide recommendations for monitoring and evaluation mechanisms to assess the implementation of the strategic plan.
Required Qualifications: Candidates must possess a strong background in strategic planning, particularly in the context of public sector or natural resource management. Proven experience in conducting similar assignments, particularly in developing countries, is essential. The consultant should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the fishery and marine resources sector is highly desirable, along with a solid understanding of the socio-economic context of Somaliland.
Educational Background: A master's degree in a relevant field such as public policy, environmental management, marine biology, or a related discipline is required. Additional certifications or training in strategic planning or project management will be considered an asset.
Experience: A minimum of 5 years of professional experience in strategic planning, policy development, or project management, particularly in the field of natural resources or public administration. Experience working with government agencies or international organizations is highly advantageous.
