Job Overview: The National Consultant will be responsible for conducting an independent outcome evaluation of UNDP's contributions to development results in Angola, specifically focusing on the Inclusive Growth Cluster. This evaluation is part of the broader UNDP Evaluation Policy and aims to assess the impact of UNDP's development assistance as outlined in the UN Development Assistance Framework (UNDAF) and the Country Programme Document (CPD) for Angola (2024-2028). The consultant will review various programs and projects, analyze their relevance to national priorities, and provide recommendations for enhancing the effectiveness of UNDP's assistance. The evaluation is scheduled for November 2025 and will require the consultant to engage with stakeholders, gather data, and analyze outcomes to ensure that the evaluation captures the contributions of UNDP to the national economic diversification agenda.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Review and analyze UNDP's programs and projects related to the Inclusive Growth Cluster to assess their relevance and contributions to national priorities.
Conduct stock-taking and lesson learning exercises to identify mid-course corrections that may enhance the effectiveness of UNDP's development assistance.
Evaluate the relevance of UNDP's approach to the national economic diversification agenda and assess the status of outcomes achieved.
Identify key factors that have positively or negatively affected the outcomes, including constraints and contributions.
Assess the sustainability of benefits derived from program-related activities after the funding period has ended.
Ensure that the evaluation aligns with the priorities and policies of Angola at the time of formulation.
Prepare a comprehensive evaluation report detailing findings, conclusions, and recommendations for future programming.
Required Qualifications: The ideal candidate must possess the following qualifications:
A Master's degree in social sciences, economics, development studies, or a related field.
Proven experience in conducting evaluations, particularly in the context of development programs and projects.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Familiarity with UNDP's policies and procedures, as well as the UN Evaluation Policy.
Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
Knowledge of the socio-economic context of Angola and its development challenges is highly desirable.
Educational Background: Candidates must have a minimum of a Master's degree in relevant fields such as social sciences, economics, development studies, or a related discipline. A PhD in a relevant area would be an advantage, particularly for those with extensive experience in evaluation and development work.
Experience: The position requires a significant level of experience, specifically:
At least 5 years of professional experience in conducting evaluations or assessments in the field of international development.
Demonstrated experience in working with UN agencies or similar organizations is preferred.
Experience in evaluating programs related to economic diversification, governance, or social services will be considered an asset.
Proven track record of producing high-quality evaluation reports and recommendations that have been implemented in practice.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Portuguese is highly desirable, given the local context of Angola, and will facilitate better engagement with stakeholders and data collection.

The consultant will work on an individual contractor basis and is expected to submit their proposal directly through the UNDP supplier portal. The position is not tied to a specific location within Angola, allowing for flexibility in conducting evaluations across various sites. The consultant will be compensated according to UNDP's established rates for individual contractors, and benefits will be aligned with UNDP's policies.
