Job Overview: The PSEA Manager will be based in Kinshasa and is tasked with supporting the country-wide implementation of the Prevention of Sexual Exploitation and Abuse (PSEA) strategy. This role involves providing technical support to UNICEF Field Offices and leading the PSEA team. The manager will collaborate closely with the child protection section and gender advisor, as well as across various program sections, to enhance PSEA initiatives around core programmatic priorities. These priorities include ensuring safe and accessible reporting mechanisms, providing survivor-centered assistance in collaboration with the Gender-Based Violence (GBV) Specialist, and ensuring accountability as part of a comprehensive preventative approach. The PSEA Manager will also contribute to the inter-agency PSEA work, fulfilling specific deliverables and responsibilities within the PSEA network and action plan, in alignment with the UNCT/HCT PSEA strategy.
Duties and Responsibilities: The PSEA Manager will be responsible for the following duties:
Lead the implementation of the PSEA strategy across UNICEF's operations in the Democratic Republic of the Congo.
Provide technical guidance and support to UNICEF Field Offices to enhance their PSEA initiatives.
Collaborate with the child protection section and gender advisor to ensure a cohesive approach to PSEA and GBV programming.
Develop and facilitate training sessions for staff and partners on PSEA principles and practices.
Establish and maintain effective reporting mechanisms for survivors of abuse and exploitation.
Monitor and evaluate the effectiveness of PSEA initiatives and make recommendations for improvement.
Engage with inter-agency partners to coordinate PSEA efforts and share best practices.
Advocate for the rights and protection of children and vulnerable populations within the context of PSEA.
Prepare reports and documentation related to PSEA activities and outcomes for internal and external stakeholders.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
An advanced university degree in international development, human rights, psychology, sociology, law" style="border-bottom: 1px dotted #007bff !important;">international law, or another relevant social science field.
A minimum of eight (8) years of professional experience in the design, implementation, and management of protection or GBV programming, PSEA, and child safeguarding, preferably within the UN or international NGO context.
Proven experience working in humanitarian contexts and familiarity with the latest developments in PSEA and inter-agency responses.
Excellent communication skills, with the ability to work independently under challenging conditions.
Strong facilitation, training, networking, and advocacy skills.
Educational Background: Candidates must hold an advanced university degree in one of the following fields: international development, human rights, psychology, sociology, international law, or another relevant social science field. This educational background is essential for understanding the complexities of child protection and PSEA programming.
Experience: Candidates should have a minimum of eight (8) years of professional experience in relevant fields, including design, implementation, and management of protection or GBV programming, PSEA, and child safeguarding. Experience in humanitarian contexts is crucial, as is familiarity with the latest developments in PSEA and inter-agency responses.
Languages: Fluency in both French and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations and stakeholders.
