Job Overview:
The Tax Policy Resident Advisor position is a critical role within the Fiscal Affairs Department (FAD) of the IMF, aimed at supporting Ukraine's reform agenda in tax policy. The advisor will be responsible for implementing the Ukraine National Revenue Strategy (NRS) until 2030, which encompasses a wide range of domestic and international tax policy issues. The advisor will work closely with various stakeholders, including the State Tax Service and the National Bank, to facilitate data sharing and policy analysis. The position requires a strong understanding of tax policy design and the ability to navigate complex environments, particularly in the context of Ukraine's ongoing reforms. Duties and Responsibilities:
The primary duties and responsibilities of the Tax Policy Resident Advisor include:
  • Supporting the implementation of the Ukraine National Revenue Strategy (NRS) by addressing various tax policy issues related to personal and corporate income taxes, value-added taxes, and excise taxes.
  • Developing tax expenditure analyses with a focus on quantitative assessments to contribute to Ukraine's tax policy reform agenda.
  • Coordinating with the State Tax Service, National Bank, and Statistical Office to facilitate effective data sharing for policy analysis and decision-making.
  • Collaborating with FAD’s Revenue Administration Advisors to support the State Tax Service and State Customs Service.
  • Liaising with the IMF’s Resident Representative office in Kyiv and other stakeholders to ensure coordinated capacity development support.
  • Engaging with development partners and maintaining effective relationships with national authorities and donors.
  • Handling sensitive issues with discretion in a multicultural environment.

Required Qualifications:
Candidates for the Tax Policy Resident Advisor position must possess extensive knowledge and experience in tax policy design, particularly in senior management roles. The following qualifications are required:
  • A minimum of four years of relevant professional experience, with a preference for candidates having at least ten years of experience in managing technical assistance projects in challenging environments.
  • A university degree or equivalent qualification at least at the master’s level, preferably in economics, tax law, or accounting.
  • Strong oral and written communication skills, along with excellent interpersonal skills to work effectively in a team and maintain cooperative relations with various stakeholders.
  • Experience in providing capacity development to fragile and conflict-affected states is considered an advantage.
  • Proficiency in quantitative analysis of taxpayer microdata using software packages such as Stata, R, Python, or similar is also advantageous.

Educational Background:
The educational background required for the Tax Policy Resident Advisor position includes a university degree or equivalent qualification at least at the master’s level. Candidates should ideally have a degree in economics, tax law, or accounting, which provides a strong foundation for understanding complex tax policy issues and economic principles.

Experience:
The position requires candidates to have a minimum of four years of relevant professional experience, with a strong preference for those who have at least ten years of experience in tax policy design and management of technical assistance projects.
