Job Overview: The International Project Monitoring, Reporting and Communication Consultant will play a pivotal role in supporting the coordination, monitoring, reporting, and communication of the Pandemic Fund project activities. This consultancy is part of the WHO Health Emergencies Programme (WHE) Department at WHO-SEARO. The consultant will work under the leadership of the Director - RED and receive day-to-day guidance from the Team Lead – HIM. The primary objective of this consultancy is to ensure the timely and successful implementation of project activities in alignment with the project’s goals and objectives. The project, funded by the Project Fund with a budget of $15.5 million, aims to enhance pandemic preparedness and response capabilities across multiple countries in the South-East Asia region. The consultant will be responsible for facilitating project coordination, developing monitoring frameworks, preparing reports, and ensuring effective communication among stakeholders. This role requires a strong understanding of public health initiatives, project management, and the ability to work collaboratively with diverse teams.
Duties and Responsibilities: The consultant will have a comprehensive set of duties and responsibilities, including:
Project Coordination: Facilitate the planning and coordination of project activities across various implementing countries and entities. Organize and manage project management-related meetings, workshops, and training sessions with stakeholders. Deliver briefing notes and PowerPoint slides for the Project Steering Committee meeting summarizing progress, challenges, and the way forward on a monthly basis. Maintain records of project meetings, workshops, and trainings.
Project Monitoring: Develop and implement monitoring frameworks to track project progress against targets and deliverables. Conduct regular reviews to ensure activities are progressing as planned and identify any issues. Prepare and review monitoring reports, identifying challenges and recommending solutions. Facilitate spot checks and field visits to monitor progress and compliance with project provisions.
Project Reporting: Prepare annual progress reports ensuring alignment with expected results and targets by collecting input from project focal points. Ensure timely submission of reports to the Project Oversight Committee and Pandemic Fund. Develop presentations and briefs for dissemination to a broader audience.
Communication and Visibility: Develop a communication plan per the guidance issued by the Pandemic Fund and WHO. Facilitate the planning and coordination of project activities across various implementing entities and delivery partners. Organize and manage meetings, workshops, and training sessions with stakeholders. Ensure seamless communication between project teams, stakeholders, and external partners.
Required Qualifications: The position requires several essential qualifications, including:
A first-level university degree in Public Health, Project Management, International Development, or a related field. An advanced university degree in any of these areas will be considered an asset.
At least 5 - 10 years of relevant experience in managing health-related projects. Proven experience in monitoring and evaluation, with excellent analytical skills. Considerable experience in developing sound donor reports for large-scale projects. Strong organizational and communication skills. Ability to work effectively with diverse international teams.
Desirable qualifications include experience working in WHO, other UN agencies, or relevant non-governmental or humanitarian organizations for public health programs.
Educational Background: The educational background required for this position includes a first-level university degree in Public Health, Project Management, International Development, or a related field. An advanced university degree in any of these areas will be considered an asset, indicating a higher level of expertise and understanding of complex health systems and project management principles.
Experience: The consultant is expected to have a significant level of experience, specifically at least 5 - 10 years in managing health-related projects. This experience should encompass proven capabilities in monitoring and evaluation, as well as the ability to develop comprehensive donor reports for large-scale projects. The candidate should also demonstrate strong organizational and communication skills, which are essential for effective project management and stakeholder engagement.
Languages: Fluency in English is mandatory for this position, with expert knowledge required. This proficiency is essential for effective communication, report writing, and data presentation. Additional language skills may be considered an asset but are not explicitly required for this role.
Additional Notes: The consultancy is expected to last for a maximum duration of 11 months per calendar year. The consultant will work off-site, with potential travel based on emerging needs and discussions with the consultant. The remuneration for this position falls within Band level B, ranging from USD 7,000 to USD 9,980, depending on the consultant's experience.
