Job Overview:
The Senior Strategic Information (SI) Advisor for the EpiC Haiti project will play a pivotal role in leading the monitoring, evaluation, and learning (MEL) efforts. This position is crucial for ensuring that the project meets its goals of achieving HIV epidemic control among at-risk populations in Haiti. The Advisor will be responsible for overseeing all aspects of monitoring and evaluation, data analytics, and performance reporting. This includes developing systems to track service delivery and performance in real-time, thereby improving service quality and meeting reporting requirements. The Senior SI Advisor will collaborate closely with project leadership and country-level SI teams to ensure that program strategies are informed by global evidence and lessons learned from program data. The role requires a strong technical background in monitoring and evaluation, knowledge management, and operations research, as well as the ability to provide guidance and training to project staff and partners.

Duties and Responsibilities:
The Senior SI Advisor will have a comprehensive set of duties, including providing technical guidance on the design and implementation of M&E systems, collaborating with technical teams to identify indicators, conducting data quality assessments, producing analytical reports, and supporting coordination with government agencies. The Advisor will also supervise M&E officers, develop training systems, prepare presentations for stakeholders, and ensure the quality of technical activities. Additionally, the role involves identifying risks to technical deliverables and creating mitigation plans, as well as preparing annual work plans and donor reports. The Advisor will be expected to actively participate in client meetings and contribute to the development of success stories and documentation of lessons learned.

Required Qualifications:
Candidates must possess a strong understanding of health and development programs in Haiti, particularly regarding the national health information system and HIV program implementation. The role requires excellent project management skills, the ability to set realistic priorities, and proficiency in data analysis tools. Strong communication and interpersonal skills are essential, as is the ability to work independently and manage multiple tasks effectively. Familiarity with the ethical and cultural dimensions of working on HIV programs in Haiti is also important.

Educational Background:
A Master’s Degree in public health, epidemiology, monitoring and evaluation, demography, biostatistics, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in project management principles and practices.

Experience:
Candidates should have at least 12 years of experience in designing, managing, and implementing monitoring and evaluation systems for HIV/AIDS or public health programs. Experience with community-based HIV programs targeting key populations is strongly preferred, along with hands-on experience with national health data systems in Haiti. Familiarity with PEPFAR indicators and reporting requirements is also desirable, as is previous experience working with USAID- or PEPFAR-funded projects.

Languages:
Fluency in French and Haitian Creole is required for effective communication with local stakeholders. Advanced proficiency in English is strongly preferred, as it will facilitate collaboration with international partners and stakeholders.

Additional Notes:
The position is based in Port-au-Prince, Haiti, and preference will be given to Haitian national candidates. The role may require travel within northern Haiti and the ability to work extended hours at a computer.
