Job Posting Organization:
The Programme Officer position is located within the Leadership Support Section (LSS) of the United Nations, which is part of the Office of the Coordination and Shared Services (OCSS) in the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The LSS is dedicated to supporting the identification and appointment of quality leadership in UN field-based operations, including Peacekeeping Operations and Special Political Missions. The organization aims to ensure effective integration and management of both departments, fostering a collaborative environment to address global challenges through effective leadership.

Job Overview:
The Programme Officer will play a crucial role in the development, implementation, and evaluation of programs and projects that focus on leadership, outreach, gender parity, and geographical diversity. This position requires the officer to monitor and analyze program/project development, identify issues, and propose corrective actions. The officer will also support the selection process for leadership positions, serve as the principal gender focal point, and lead outreach efforts to build a diverse leadership pool. The role involves designing communication strategies, conducting research on leadership trends, and preparing various written outputs to support consultative meetings with key stakeholders. The Programme Officer will coordinate budget-related activities and provide guidance to junior staff, ensuring effective project management and adherence to organizational goals.

Duties and Responsibilities:
The Programme Officer will be responsible for a wide range of duties, including:
  • Participating in the development and evaluation of leadership-related programs and projects, focusing on outreach and gender parity.
  • Supporting the identification and selection of candidates for leadership positions.
  • Acting as the gender focal point, developing strategies to mainstream gender considerations.
  • Managing outreach efforts and maintaining the leadership database.
  • Designing and conducting communication and outreach activities, including workshops and presentations.
  • Researching and analyzing leadership trends and presenting findings using data visualization methods.
  • Assisting in policy development and preparing various written outputs.
  • Providing support for meetings and conferences with stakeholders.
  • Coordinating budget and funding activities related to programs/projects. 1
  • Serving as the first reporting officer for junior staff involved in outreach activities. 1
  • Performing other duties as required, ensuring effective collaboration with various UN entities and external partners.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts related to peace operations, senior leadership, and gender parity. They should have practical experience in program/project management and administration, along with good political acumen and analytical skills. Familiarity with research methodologies and the ability to apply good judgment in political contexts are essential. Candidates should also demonstrate effective communication skills, both written and verbal, and the ability to manage conflicting priorities and work efficiently.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in international relations, political science, human rights, development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in political affairs, policy analysis, coordination, project or program management, or a related area is required. Candidates should have experience working with or supporting senior leadership in UN peace operations and engaging with Member States. Experience in talent acquisition, campaign management, and leading outreach activities is also necessary. Familiarity with the UN's peace and security" style="border-bottom: 1px dotted #007bff !important;">security framework, policy development, and communications is desirable, along with proficiency in CRM systems and data analytics.

Languages:
Fluency in both oral and written English is required for this position. Fluency in French is desirable, and knowledge of another official United Nations language is considered an advantage.
