Job Overview: The GBVIMS+ Technical Consultant will play a crucial role in supporting UNICEF's mission to address gender-based violence (GBV) in humanitarian contexts. This position is integral to the Child Protection Team within the Programme Group, focusing on the implementation and expansion of the Gender-Based Violence Information Management System (GBVIMS) and its next-generation platform, Primero/GBVIMS+. The consultant will be responsible for piloting integrated GBV-Child Protection (CP) systems, developing national standard operating procedures, and providing training and capacity building to local actors and NGO frontline workers. The consultant will also engage in technical support for GBV trends analysis using AI, ensuring that UNICEF's GBViE initiatives are effectively integrated into national frameworks. This role requires a deep understanding of GBV programming, data management, and the ethical considerations surrounding sensitive data in humanitarian settings.
Duties and Responsibilities: The consultant's duties will include piloting an integrated GBV-CP Primero instance, developing country-level standard operating procedures for data sharing and confidentiality, training local actors on ethical data collection, and providing technical support for AI-driven GBV trends analysis. The consultant will also support ongoing rollouts of GBVIMS and Primero/GBVIMS+, act as a system administrator for existing rollouts, and prepare technical donor reports. Specific deliverables include comprehensive documentation of pilot projects, training reports, and monitoring and evaluation frameworks, all aimed at enhancing the effectiveness of GBV programming in humanitarian contexts.
Required Qualifications: Candidates must possess an advanced university degree (Masters) in relevant fields such as Social Work, Psychology, Sociology, Women's Studies, Political Sciences, Human Rights, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or Public Health. Additionally, candidates should have 8 to 10 years of program management experience, with at least 5 years focused on GBV programming in humanitarian contexts. Familiarity with GBV case management guidelines, ethical data management, and experience with the GBVIMS system are highly desirable. Strong communication skills, both written and verbal, and the ability to work collaboratively in multicultural environments are essential.
Educational Background: An advanced university degree (Masters) in Social Work, Psychology, Sociology, Women’s Studies, Political Sciences, Human Rights and International Law, Public Health, or a related field is required. Equivalent programming experience may also be considered. Fluency in English is mandatory, while proficiency in another official UN language is highly desirable.
Experience: The position requires 8 to 10 years of program management experience, with a strong emphasis on GBV programming and coordination in humanitarian settings. Candidates should demonstrate experience with GBV case management, information management systems, and training on GBVIMS+. A proven ability to analyze data and statistics for humanitarian operations is also necessary, along with a deep understanding of confidentiality and ethical concerns related to sensitive data sharing.
Languages: Fluency in English is required for this position. Working proficiency in another official UN language is considered highly desirable, enhancing the consultant's ability to communicate effectively in diverse environments.
