Job Overview:
The Technical Officer, Community HIV Treatment, will play a crucial role in the EpiC Haiti Project, which aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations. This position is based in Cap Haitien and involves providing technical support and oversight for community HIV treatment and adherence activities. The officer will be responsible for ensuring the successful implementation of community HIV treatment elements of the EpiC work plan, focusing on restarting HIV treatment for individuals experiencing interruptions in treatment. The role requires collaboration with various stakeholders, including health facilities, community organizations, and the Ministry of Public Health & Population (MSPP), to design and monitor effective community HIV treatment models. The officer will also contribute to the development of quality approaches for HIV, TB, and STI services, ensuring that all activities are evidence-based and community-driven. This position is critical for achieving the project’s targets and goals, particularly in the areas of HIV care and treatment, prevention services, and health information management.

Duties and Responsibilities:
The Technical Officer will be responsible for a wide range of duties, including:
  • Supporting the development, implementation, and oversight of community HIV treatment activities as outlined in the annual EpiC work plans.
  • Collaborating with sub-partners and the MSPP to design, implement, and monitor community HIV treatment and adherence support models, including drug distribution points (DDPs), multi-month dispensing (MMD), early refills, home delivery, and other differentiated service delivery (DSD) models.
  • Providing technical assistance to health facilities and community organizations to support various HIV treatment initiatives, including PMTCT and Early Infant Diagnosis (EID).
  • Ensuring the quality of HIV treatment services for people living with HIV (PLHIV) and monitoring HIV-exposed infants.
  • Supporting the production of timely and accurate technical reports to FHI 360 and USAID.
  • Contributing to program quality according to FHI 360 standards, including quality assurance and improvement initiatives.
  • Coordinating partner efforts in program implementation and providing technical assistance to grant partners.
  • Developing Scopes of Work (SOW) and memorandums of understanding (MOUs) for consultants and local institutions partnering with EpiC.
  • Utilizing designated platforms to manage patient data and ensure synchronization of information related to treatment interruptions.

Required Qualifications:
Candidates must possess a strong understanding of health and development programs in Haiti, particularly in the public health sector. They should have experience working with health facilities and community partners to implement clinical and community HIV treatment programs. The ideal candidate will demonstrate competency in coaching, monitoring, and supervising staff, as well as experience in technical capacity building and supervision of sub-partners. Strong report writing, analytical, and communication skills are essential, along with the ability to manage multiple tasks efficiently. Sensitivity to cultural differences and an understanding of the political and ethical issues surrounding public health in Haiti are also important qualifications.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or other relevant disciplines is required for this position. This educational background will provide the necessary foundation for understanding the complexities of HIV treatment and community health initiatives.

Experience:
Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience that enables them to successfully perform the key responsibilities of the job. Relevant experience in HIV care and treatment services, case detection, and adherence support models in Haiti is essential. Previous experience working with USAID or PEPFAR-supported programs, as well as experience in an international NGO or government agency environment, is highly desirable.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, with advanced English preferred. Proficiency in these languages is crucial for effective communication with clients, stakeholders, and team members in the context of community health initiatives.

Additional Notes:
This position is based in Cap-Haitien, Haiti, and will require travel within the northern region of Haiti, as well as potential national and international travel. The role may involve long hours of computer work and the ability to lift/move up to 5 lbs. FHI 360 has a strong preference for Haitian nationals for this position.
