Job Overview:
The Associate Director (AD) for project management will play a crucial role in the EpiC Haiti HIV project, which is part of a global initiative funded by the U.S. Government and PEPFAR. The AD will be responsible for overseeing project management activities, ensuring compliance with donor regulations, and providing strategic guidance for implementation within the EpiC project framework. This position requires collaboration with various departments within FHI 360 and local partners to ensure high performance and responsiveness to the evolving needs of the project. The AD will also coordinate closely with national stakeholders and local implementation partners to ensure effective project delivery and compliance with health regulations.

Duties and Responsibilities:
The Associate Director will be tasked with several key responsibilities, including:
  • Providing leadership and management support for the EpiC Haiti HIV project, ensuring strategic coherence and compliance with donor regulations.
  • Coordinating with finance and grants management teams to ensure sound budget management and timely documentation.
  • Collaborating with project team members to establish effective systems for budget management, knowledge management, and risk management.
  • Leading negotiations of subawards with local partners to ensure quality HIV programming.
  • Conducting monitoring visits to local partners to ensure compliance and quality implementation.
  • Building and maintaining strong relationships with partner organizations through regular communication and joint decision-making.
  • Supporting programming staff in documenting lessons learned and best practices for future project designs.
  • Participating in coordination efforts with EpiC HQ colleagues and performing other duties as assigned.

Required Qualifications:
Candidates must possess effective knowledge of global health project design, implementation, and management, particularly those funded by the U.S. government or international donors. Familiarity with various funding mechanisms, contracting, and reporting requirements is essential. Additionally, candidates should have a strong understanding of USG and PEPFAR rules and reporting systems, as well as the ability to navigate the complex security" style="border-bottom: 1px dotted #007bff !important;">security environment in Haiti. Strong written and verbal communication skills are necessary, along with the capacity to anticipate and troubleshoot programmatic and compliance issues.

Educational Background:
A Bachelor's Degree or its international equivalent in health or a related field is required for this position. A Master's Degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in managing health projects.

Experience:
The position requires a minimum of 10 years of relevant experience in project management and technical oversight, including at least 3 years of line management experience. Candidates should have demonstrated experience in managing and implementing projects in Haiti, particularly those related to HIV prevention, care, and treatment across various populations. Previous experience working with U.S. government funding and PEPFAR-supported projects is also essential, along with experience collaborating with Haitian NGOs and government stakeholders.

Languages:
Fluency in French and Creole is required for this position, as these are the primary languages spoken in Haiti. Advanced proficiency in English is preferred, as it may be necessary for communication with international stakeholders and partners.

This position is based in Port-au-Prince, Haiti, and candidates should be prepared for potential travel within Haiti and internationally as needed. The role may require long hours of computer work and the ability to lift or move light objects.
