Job Overview:
The consultancy aims to finalize and operationalize the subnational INFORM model for Madagascar, ensuring it meets methodological standards for child-sensitive climate and disaster risk analysis. The consultant will revise and restructure the existing draft model, validate indicators through national consultation, integrate the model into the national GeoSight platform, and build capacity among national institutions for independent maintenance and utilization. This role is crucial for guiding government institutions and partners in prioritizing interventions for risk-informed, child-sensitive development planning and humanitarian preparedness.

Duties and Responsibilities:
  • Lead the development and implementation of Madagascar’s subnational CCRI-DRM assessment and interactive platform.
  • Engage stakeholders to gather input and feedback on the model.
  • Conceptualize the design of the model and ensure it aligns with CCRI-DRM standards.
  • Consolidate data and construct indices that reflect the socio-economic dimensions of climate change.
  • Build capacity among national institutions to maintain and utilize the model effectively.
  • Collaborate with UNICEF sector focal points, other UN agencies, and government and non-government partners to ensure comprehensive integration of the model into existing frameworks.
  • Report progress and findings to the UNICEF Lead on Climate Change and Sustainability.

Required Qualifications:
  • Advanced degree in Social Sciences, Natural Science, Anthropology, Sustainable Development, Political Science, Economics, Data Science, Statistics, Public Policy, Development, or related fields.
  • At least 5 years of relevant professional experience related to climate change and socio-economic dimensions.
  • Minimum of 3 years of experience in quantitative data analysis.
  • Fluency in French and English is required, with additional languages considered an asset.

Educational Background:
Candidates must possess an advanced degree in relevant fields such as Social Sciences, Natural Science, Anthropology, Sustainable Development, Political Science, Economics, Data Science, Statistics, Public Policy, Development, or related areas. This educational background is essential for understanding the complexities of climate change and its socio-economic impacts.

Experience:
The position requires a minimum of 5 years of relevant professional experience, particularly in areas related to climate change and socio-economic dimensions. Additionally, candidates should have at least 3 years of experience in quantitative data analysis, demonstrating a strong analytical skill set necessary for the role.

Languages:
Fluency in both French and English is mandatory for this position. Proficiency in additional languages is considered a desirable asset, enhancing communication and collaboration with diverse stakeholders.
