Job Overview:
The consultant will play a crucial role in addressing the significant challenges related to rural sanitation in Cameroon. The position involves conducting a comprehensive desk review of existing documentation and data on national policies, financing mechanisms, and previous studies related to rural sanitation. The consultant will map existing financial flows to the sanitation sector, analyze barriers to effective financing, and develop an investment case for scaling up rural sanitation. This role requires engagement with key stakeholders to validate findings and propose actionable recommendations for enhancing rural sanitation financing, ultimately contributing to improved health and nutrition outcomes for children.

Duties and Responsibilities:
  • Conduct a desk review of existing documentation and data on national policies, strategies, and budget frameworks for rural sanitation.
  • Map existing financial flows to the sanitation sector in Cameroon, identifying sources of financing and current levels of investment.
  • Analyze climate financing opportunities and identify bottlenecks preventing effective financial flows towards rural sanitation.
  • Develop an investment case for scaling up rural sanitation, including high-impact interventions and cost estimations.
  • Propose financing strategies and mechanisms to increase funds for rural sanitation, including public-private partnerships and advocacy recommendations.
  • Engage with stakeholders through interviews and focus group discussions to validate findings and inform policy strategies.

Required Qualifications:
  • A university degree (Master's) in Economics, Finance, Public Health, Public Policy, Development Studies, Environmental Engineering, or related fields.
  • At least 10 years of progressively responsible professional experience in sector financing, resource mobilization, or investment case development.
  • Proven experience in developing investment cases and conducting policy and financing bottleneck analyses.
  • Strong knowledge of sanitation financing frameworks and public financial management systems.
  • Excellent analytical, research, communication, and interpersonal skills, with a track record of producing high-quality reports and engaging with diverse stakeholders.

Educational Background:
Candidates must hold a Master's degree in relevant fields such as Economics, Finance, Public Health, Public Policy, Development Studies, or Environmental Engineering. Additional training in WASH financing or development economics is considered an asset.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience, particularly in sector financing, resource mobilization, and investment case development. Experience in conducting studies or consultancies involving policy and financing bottleneck analysis is essential, along with a proven track record in developing investment cases and costing models for sanitation or related sectors.

Languages:
Fluency in French (spoken and written) is mandatory, while proficiency in English is considered an asset. Additional language skills may enhance a candidate's profile but are not required.
