Job Overview:

The position requires an exemplary manager who embodies HI's values and can effectively translate organizational strategy into operational objectives. The Security Manager will oversee the operational management of the security team, ensuring compliance with HI's security policies and procedures. This role involves continuous monitoring of the local and regional humanitarian context, identifying obstacles to access, and developing strategies to enhance HI's acceptance in various intervention areas. The Security Manager will also be responsible for capacity building and training of staff on security and humanitarian access, fostering a culture of safety within the organization.

Duties and Responsibilities:
  • Management: Lead and manage the security team, embodying HI's values and fostering a culture of professionalism and dedication. Organize operational management, oversee performance, and facilitate problem-solving within the team. Ensure compliance with HI's code of conduct and institutional policies.
  • Standards and Expertise: Develop, implement, and update HI's security framework, ensuring adherence to security policies and operational guidelines. Represent HI externally on security matters and develop a learning system based on experiences and lessons learned.
  • Context Monitoring: Continuously analyze developments in the humanitarian context, identifying obstacles to access and opportunities for improvement. Develop a network of contacts and suggest adjustments to operating procedures to enhance acceptance.
  • Operational Security Management: Produce security analyses and recommendations, assist in identifying at-risk activities, and help plan operations with a focus on security. Manage incidents and crises, providing analysis, support, and recommendations.
  • Capacity Building: Assess training needs and implement a training plan for security staff, providing ongoing training and skills development. Produce regular security updates and promote internal coordination among services.

Required Qualifications:
Candidates must possess at least 6 years of overall professional experience in access and security functions, with a minimum of 3 years in conflict-affected countries. Strong negotiation skills, the ability to manage stress, and a proactive approach are essential. Candidates should demonstrate decision-making capabilities and the ability to simplify and prioritize tasks. English language proficiency is required, while Arabic and Hebrew language skills are considered strong assets.

The contract includes social cover adapted to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2813€ gross per month, with additional per diem rates based on the location of service. A hardship allowance of 500€ net per month is provided for Gaza, subject to change based on access conditions. Employees are entitled to 25 days of paid leave per year and rest and recuperation (R&R) based on mission level, with accommodations and flight reimbursements provided. The position is unaccompanied, with collective housing arranged by HI for international staff.
