Job Overview:
The primary purpose of the Technical Assistant for Livelihoods and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security is to provide technical support in projects that encompass the components of Livelihoods and Food Security. Specifically, the role focuses on supporting Project Cycle Management (PCM) activities, particularly aimed at young refugees and migrants affected by displacement, as well as vulnerable host communities in Bogotá and Cundinamarca municipalities. The position involves training for employment plan development, soft skills training for project beneficiaries, and facilitating safe, dignified, and healthy employment opportunities while ensuring access to humanitarian assistance through accountability mechanisms and promoting active participation of affected populations. The Technical Assistant will play a crucial role in ensuring that project activities are aligned with the needs of the most vulnerable beneficiaries and will explore and evaluate new and improved forms of assistance.

Duties and Responsibilities:
General responsibilities include ensuring compliance with NRC policies, tools, manuals, and guidelines; supporting the implementation of the project portfolio as delegated according to the action plan; organizing and executing tasks based on priorities and standards; developing and maintaining knowledge in the area of specialization to enhance support effectiveness; taking initiative in resolving daily problems according to agreed procedures; preparing and developing required reports for management; ensuring proper filing of documents; promoting and sharing ideas for improving technical assistance; and ensuring project activities are directed towards the most needy beneficiaries. Specific responsibilities involve guaranteeing the execution of activities in the intervention area according to quality parameters and technical guidelines; actively participating in field assessments to adapt food security and livelihoods interventions; supporting beneficiary identification and targeting processes while integrating gender and protection approaches; collecting data and verification sources to support monitoring and evaluation systems; maintaining relationships between NRC and local communities; coordinating communication with partners and stakeholders to avoid duplication and maximize synergies; providing updates and relevant inputs to the Team Leader and Livelihoods and Food Security Coordination; supporting the development of content and implementing training for beneficiaries related to employment linkage and market integration; facilitating effective connections for beneficiaries with job opportunities in public and private sectors; and supporting established mechanisms for community participation and accountability.

Required Qualifications:
Candidates must have a minimum of one year of work experience as a Technical Assistant in humanitarian contexts, with knowledge and experience in the relevant technical field. Previous experience in complex and changing environments is essential, along with proven experience related to the responsibilities of the position. Some knowledge of the English language is desirable. Candidates should possess specific skills, knowledge, and experience relevant to the context, including technical studies or being a university student in the final semesters or recent graduate in fields such as Economics, Business Administration, Human Resources, Economic Development, Engineering, or related areas. Experience in executing similar projects in Bogotá and Cundinamarca, particularly with labor orientation for integration, is valued. Professional experience working with national/territorial government entities, UN agencies, the Red Cross movement, or other humanitarian organizations in Livelihoods and Food Security is also advantageous. Familiarity with community-based participatory methodologies for executing livelihoods projects and skills for working in multicultural contexts with diverse communities are important. Proficiency in MS Office (Word, Excel, PowerPoint) and database management is required.

Educational Background:
The educational background required for this position includes technical studies or being a university student in the final semesters or a recent graduate in relevant fields such as Economics, Business Administration, Human Resources, Economic Development, Engineering, or related disciplines. This educational foundation is essential for understanding the complexities of livelihoods and food security projects and for effectively supporting beneficiaries in their employment and integration efforts.

Experience:
The position requires a minimum of one year of relevant work experience as a Technical Assistant in humanitarian contexts. Candidates should have experience in executing projects similar to those of NRC, particularly in Bogotá and Cundinamarca, and should demonstrate the ability to work effectively in complex and changing environments. Proven experience related to the responsibilities of the position is crucial, as well as familiarity with the challenges faced by displaced populations and vulnerable communities.

Languages:
While knowledge of English is desirable, the primary language for this position is Spanish, given the context of the work in Bogotá and Cundinamarca. Proficiency in Spanish is mandatory for effective communication with beneficiaries and stakeholders.
