Job Overview: The HR Officer position is crucial for the effective implementation of the HR department's responsibilities on a day-to-day basis. This role involves assisting the HR Manager with various HR functions related to the Country Office in Tunis and the Area Offices in Libya. The HR Officer is expected to ensure adherence to NRC policies, guidance, and procedures, particularly concerning HR policies and procedures. The position requires the implementation of a delegated HR portfolio according to a predefined plan of action, which includes preparing and developing status reports as required by management. The HR Officer will also be responsible for maintaining proper filing of documents on the NRC filing tree and actively promoting ideas for the improvement of the HR department. A significant aspect of this role is to promote and uphold the standards and principles of Protection from Sexual Exploitation and Abuse (PSEA) within NRC and among the beneficiaries served by the organization. Additionally, the HR Officer will ensure that staff records in the Country Office are current and appropriately filed, assist the HR Manager in recruitment processes, and handle HR administrative issues in Libya as needed. The role also involves following up on CNSS registrations and reporting to ensure compliance with Tunisian national law and NRC policies and procedures.
Duties and Responsibilities:
Ensure adherence to NRC policies, guidance, and procedures, particularly regarding HR policies and procedures.
Implement the delegated HR portfolio according to the plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents on the NRC filing tree.
Promote and share ideas for the improvement of the HR department.
Actively promote PSEA standards and principles within NRC and among beneficiaries.
Ensure that staff records in the Country Office are up to date and filed appropriately.
Assist the HR Manager in arranging recruitments and handling HR administrative issues in Libya as required.
Follow up on CNSS registrations and reporting to ensure timely compliance with applicable Tunisian national law and NRC policies and procedures.
Prior working experience in an HR department, demonstrating a solid understanding of HR functions and processes.
Familiarity with HR policies and procedures, particularly in a humanitarian context.
Strong organizational skills and attention to detail.
Ability to work collaboratively in a team environment and communicate effectively with diverse stakeholders.
Educational Background: The position requires a Bachelor’s degree in Human Resources, Business Administration, or a related field. This educational background provides the foundational knowledge necessary for understanding HR principles, practices, and the legal framework governing employment in Tunisia.
Experience: The HR Officer should have prior working experience in an HR department. This experience is essential for understanding the day-to-day functions of HR, including recruitment, employee relations, and compliance with labor laws. Familiarity with HR processes in a humanitarian context is highly desirable, as it equips the candidate with the skills needed to navigate the unique challenges faced in such environments.
