The UN Resident Coordinator's Office (RCO) in Uzbekistan plays a crucial role in supporting the country's development priorities and the attainment of the SDGs, under the leadership of the UN Resident Coordinator, who is the highest-ranking UN official in the country. The RCO is responsible for coordinating the UN's efforts in Uzbekistan and ensuring effective collaboration among UN agencies and with national partners.
Job Overview: The Senior Development Coordination Officer, Head of RCO and Strategic Planner is a pivotal role within the UN Resident Coordinator's Office in Uzbekistan. This position is responsible for providing strategic guidance to the UN Resident Coordinator (RC) and the UN Country Team (UNCT) to ensure effective and timely support for the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs). The Head of RCO will lead the development and coordination of the Common Country Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF), which serve as the primary instruments for planning and implementing UN development activities in the country. This role requires a deep understanding of sustainable development policies, strategic planning, and the ability to foster partnerships and mobilize resources to achieve the SDGs. The Head of RCO will also oversee knowledge management and capacity development activities, ensuring that the RCO operates efficiently and effectively in support of the RC and UNCT.
Duties and Responsibilities:
Provide strategic guidance to the RC and UNCT on UN support for the 2030 Agenda through CCA and UNSDCF.
Facilitate and oversee the establishment of external partnerships and resource mobilization efforts for the UNSDCF.
Coordinate the implementation of the Efficiency agenda, including Business Operations Strategy and Common Premises.
Manage knowledge management and capacity development activities within the UN System.
Lead the overall management of the RCO, ensuring adherence to organizational policies and procedures.
Develop policy recommendations for the RC/UNCT on the implementation and evaluation of CCA/UNSDCF.
Ensure effective communication and advocacy related to the UNSDCF.
Promote engagement across humanitarian, development, and peace domains.
Coordinate UNSDCF monitoring, evaluation, and reporting. 1
Supervise RCO staff and manage performance to ensure timely delivery of outputs.
Required Qualifications: Candidates must possess a minimum of ten (10) years of progressively responsible experience in strategic planning, sustainable development policy, and program development and management in the context of development cooperation. Experience in multi-stakeholder coordination and team leadership is essential. Familiarity with UN interagency coordination and experience in designing partnership and resource mobilization strategies are desirable. Candidates should demonstrate a solid understanding of sustainable development issues and the ability to analyze complex data to inform policy recommendations.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of ten (10) years of progressively responsible experience in strategic planning, sustainable development policy, and program development and management is required. Candidates should have experience in team leadership and management, as well as in multi-stakeholder coordination within the context of development cooperation. Experience in UN interagency coordination and knowledge management is desirable, particularly in sustainable development contexts at the country level.
Languages: Fluency in English is required, and knowledge of Russian is also required. The working languages of the United Nations Secretariat are English and French, so proficiency in these languages is beneficial. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while knowledge is defined as 'Confident' in two of the four areas.
