Job Overview:
The Programme Manager for the Integrated Border Stability Mechanism (IBSM) will play a crucial role in the management, coordination, and implementation of the IOM's thematic components and projects within the IBSM portfolio. This position requires providing expert technical advice and support, particularly in research development, data collection, analysis, and assessment. The Programme Manager will work under the supervision of the Deputy Regional Director for Operations and the IBSM Coordinator, ensuring that the objectives of the IBSM are met through effective project management and stakeholder engagement. The role involves developing and expanding the research and data collection framework, designing relevant templates and databases, and acting as a liaison between the IBSM and IOM to facilitate information sharing and policy formulation. The Programme Manager will also be responsible for capacity development activities, recruitment and supervision of consultants, and ensuring the quality and integrity of data collected for comprehensive reporting and recommendations.

Duties and Responsibilities:
  • Develop and expand the research and data collection framework for the IBSM, focusing on migration and border governance.
  • Design and develop templates, databases, and visualization tools for data collection and analysis.
  • Act as an interface between the IBSM and IOM to collect and assess information on migration and BMRR programming.
  • Develop and implement capacity-development activities targeting BMRR staff and relevant institutions.
  • Participate in the recruitment and supervision of consultants, ensuring quality deliverables.
  • Ensure the integrity of data collected and conduct in-depth analysis for comprehensive reporting.
  • Lead field missions to IBSM countries for project management and evaluation.
  • Establish and maintain liaison with relevant stakeholders in West African governments and organizations.
  • Manage the IBSM project component, including administrative and operational activities. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Social Science, International Relations, Public Administration, Law, Migration Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. The qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.

Educational Background:
A Master’s degree in a relevant field such as Social Science, International Relations, Public Administration, Law, or Migration Studies is required. Candidates with a University degree in these fields must have additional years of experience to qualify. The educational background must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in the necessary academic disciplines.

Experience:
Candidates should have experience in liaising with governmental authorities, UN agencies, and other national/international development partners. Relevant work experience with government authorities in immigration and border governance is essential, along with experience in project development, management, and reporting. Familiarity with national migration and border management strategies, integrated border management, and related policy areas is crucial. Strong experience in information and data collection, as well as producing analytical reports and recommendations, is also required.

Languages:
Fluency in English and French is mandatory for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level, indicating a professional role within the organization.
